Are you an experiencedTechnical Officer? JO Recruitment are recruiting on behalf of Sandwell Council to recruit a Technical Officer to work in the Asset Management team. Assignment Length: 3 months initially, with strong potential for extension. Rate: 18.72ph PAYE / 24ph Umbrella (higher rates considered) for37 hour working week Monday to Friday. Requirements: BTEC HNC/HND in Building/Surveying or equivalent or proven knowledge and experience in subject area to this standard. Experience preparing property valuations, drawing up land and boundary plans, and working on Right to Buy sales. Proficiency in CAD or GIS software for preparing digital property and boundary maps.

The Technical Officer will be responsible for managing the preparation of valuation and terrier plans, ensuring accurate property records and asset data for council-owned properties. They will support the Right to Buy process by preparing sale plans, developing service charge plans for leaseholders, and addressing boundary disputes and encroachments. This role requires collaboration with housing, legal, and property teams to ensure compliance with regulations and effective property management.

Key Responsibilities:

  • Prepare, maintain, and update terrier plans, ensuring accurate land and property ownership records.
  • Conduct site inspections to verify boundary lines, ownership details, and any relevant land restrictions.
  • Prepare detailed plans for properties being sold under the Right to Buy scheme, ensuring compliance with legal and regulatory requirements.
  • Liaise with Housing Officers and Legal teams to ensure all necessary documentation, including boundaries and property descriptions, is accurate and up-to-date and respond to requests for clarification from internal and external stakeholders
  • Prepare service charge plans for leaseholders, ensuring the accurate calculation of service charge areas, maintenance zones, and related costs.
  • Collaborate with Leasehold Officers to ensure service charge plans are consistent with lease agreements and other legal documentation
  • Provide technical support for the resolution of service charge disputes, ensuring that plans reflect actual services provided.
  • Investigate and resolve boundary disputes and encroachments between tenants, owner-occupiers, and third parties.
  • Conduct site inspections to assess the extent of boundary issues, providing reports and recommendations for resolution.
