ABOUT THE ROLE

We're looking for an experienced and motivated Senior Engineer to join our Schemes & Major Maintenance Team, reporting to the Principal Officer. You'll play a key role in preparing and delivering a variety of highway capital and major maintenance schemes across Halton, ensuring compliance with legislation and best practice standards.

Key Responsibilities Include:

  • Undertaking surveys, site investigations and safety audits
  • Conducting feasibility studies, and preparing reports, cost estimates and programmes
  • Designing highways infrastructure in line with CDM regulations and relevant standards
  • Evaluating third-party construction proposals
  • Managing consultants and liaising with stakeholders and the public
  • Coordinating cross-boundary projects with internal and external partners
  • Procuring works and managing contracts, including on-site supervision and budget control
  • Preparing technical and management reports for Senior Management and Council Boards
  • Contributing to Halton's Highway Asset Management Plan
  • Providing emergency response and winter maintenance cover (premium payable)

ABOUT YOU

We're looking for someone with:

  • A degree in engineering or a transport-related discipline
  • Strong knowledge of highway traffic law and infrastructure standards
  • Practical experience delivering highways projects from inception to completion
  • Skills in project management, budget monitoring, and bid writing
  • The ability to evaluate and advise on third-party design submissions
  • Excellent communication and stakeholder engagement skills
  • Proficiency in relevant technical software and systems
  • Experience in a local authority highways environment is highly desirable
  • A full UK driving licence and access to a vehicle

You'll also be confident representing the Council in a variety of forums, preparing committee papers and reports, and managing complex project requirements with multiple stakeholders.
