About the Role

Halton Borough Council is seeking an experienced Project Manager to support the delivery of multiple Environment Services projects, including Waste Management and Green Spaces. These projects form part of a wider Council Change and Transformation Programme, aimed at ensuring that the Council is financially responsible and sustainable.

You will work closely with the Programme Manager and subject matter experts to develop and deliver a coherent programme of work. The role will also support the Environment & Regeneration Directorate in delivering change across multiple service areas, contributing to the Council's wider transformation agenda.

Initial analysis has been completed, and a series of recommendations are currently being drawn up and will shortly need to be developed into a detailed plan.



Key Duties

* Be responsible for maintaining project documentation, plans, and registers to enable effective monitoring of progress.
* Ensure that project activity supports the overall project direction and that milestones and outcomes are clearly achieved.
* Verify and analyse sensitive and confidential data (including staffing, financial, performance, and operational data), ensuring compliance with organisational and statutory data handling requirements and maintaining confidentiality at all times.
* Identify and manage project risks, supporting operational services to develop mitigating measures, document and communicate decisions and actions, and report or escalate where appropriate.
* Implement effective benefit tracking to ensure that project benefits are captured, liaising with relevant stakeholders (HR, Finance, Operational Services, etc.) as appropriate.
* Contribute to both corporate and project-specific communications, ensuring that key milestones and changes are reflected in the Communications Plan, and that communication with staff, management, Members, the public, and partners is appropriate and timely.
* Support the re-profiling of budgets at project conclusion, ensuring that savings are realised and that residual service budgets are aligned to post-project business needs.



About You

You will be an experienced Project Manager, ideally with experience and expertise within an environmental services field such as Waste Management or Green Spaces.

You will bring:
* Proven formal relationship and stakeholder management skills.
* Proven experience in risk management approaches.
* Evidence of working collaboratively on projects within multi-disciplinary teams.
* Good negotiation and problem-solving skills.
* Strong written and verbal presentation skills.
* Resilience and an ability to adapt to change.
