Overview

This is an opportunity to be involved in a massive programme associated with long term UK Defence Strategy. We are looking for people from complex high value public procurement backgrounds who can navigate complex and strategically challenging environments.

Summary:

Delivering commercial planning, strategy, market management and procurement life cycle for all pre-contract activity. We need a commercial specialist who will deliver defined project outputs, enabling leadership to fully mobilise and establish new function without compromising short term requirements.

The Commercial Strategy Lead will deliver high-value, and high-risk procurement activities, focusing on pre-contract commercial strategy. This role demands significant experience in managing infrastructure, construction, estates, liabilities and partnership frameworks, demonstrating value leadership in delivery.

You will need to navigate a highly regulated environment, governed by PCR (Public Contracts Regulations) to manage complex, multi-stakeholder procurement projects on a nuclear site with your focus being on a decommissioning and demolition programme.

Key Responsibilities:
  • Devising suitable commercial strategies for complex, high value procurements and contracts
  • Contributing to the development of business unit strategies
  • Managing, developing and maintaining commercial strategies and creating and implementing agreed sourcing plans
  • Building strong relationships with senior stakeholders to include senior officials and ministers across various functions
  • Overseeing and collating data and information required to support the development of commercial strategies
  • Combining market specific data analysis with big picture considerations in order to help advise on future market changes
  • Applying an understanding of the importance of prime contractors in managing and assuring their own supply chain in particular security of supply and contingencies
  • Evaluating the potential effect of mergers and acquisitions on the organisation's supply chains
  • Identifying routes to market, conducting early market engagement and undertaking a proportional delivery model assessment
  • Establishing dialogue/negotiation strategies with clear parameters

Key Experience

  • You need considerable experience in translating the needs of the business into policy objectives
  • Practical experience in the development and implementation of business unit strategies through supply chain management and the ability to challenge risk averse behaviours where appropriate
  • Ability to practically apply procurement rules and link them to the implementation of policy objectives
  • Strong commercial knowledge, understanding trade-offs in areas of responsibility and ability to apply commercial principles within the boundaries of contract law
  • Demonstrate the ability to lead on securing 'value for money' through achieving good return on investment on commercial projects

  • Demonstrates the ability to communicate standards to eliminate corruption, fraud and unethical behaviour in supply chains, taking appropriate actions in the event of any alleged breach of standards
