Head of Service Assests

Our client is seeking an interim Head of Service for Assets, Digital and Performance responsible for the Strategic Assets, Facilities Management and Design Services functions within the Housing (Assets) Department.

The successful candidate will work with Housing DMT and other Heads of Service in order to provide a comprehensive and cross-cutting service within the Housing Department. We are seeking candidates with sound Asset Management experience, ideally MRICS qualified, educated to degree legal in Estates Surveying or a related discipline and with a management qualification or equivalent.

With extensive understanding and knowledge of asset management within the public sector the ideal candidate will have a proven track record of performance management especially across larger services, together with an understanding of governance and strategic issues faced in local government.

Excellent verbal and written communication skills are required, specifically in relation to chairing meetings, attending committee meetings, presenting, providing briefings and report writing. Evidence of effective decision making and problem-solving skills alongside having commercial awareness are required for this role together with the ability to work to tight deadlines and manage multiple demands and priorities.

The ability to communicate with clarity with stakeholder's both externally and within the organisation is required. Candidates with extensive property knowledge are required to drive forward the Asset Management Strategy that will play a major role in the clientsChange Program.

Qualifications

  • Degree / post graduate in a relevant field
  • Chartered or specific area of qualification
  • Membership of Professional Institution
  • Management qualification or equivalent experience

Specialist Knowledge

  • Experience of effectively managing change and of promoting innovation
  • Understanding of leadership and employee management principles and practice
  • Understanding of financial management
  • Thorough understanding of local government services and functions and the major issues facing local government
  • Experience of working with Elected Members and of dealing with politically sensitive issues
  • Experience of effective public/stakeholder engagement and helping community groups to create their own organisations/solutions

Rate of Pay

PAYE: 35.87
