Description

The Learning and Development Partner will be:

* Shaping the Learning Strategy: Working alongside the Head of HR to develop and implement a progressive L&D and OD strategy that aligns with organisational goals and sector regulations, particularly in housing and care.

* Delivering Regulatory Learning: Designing and delivering training aligned to external standards such as the 2024 Consumer Standards and the 2025 Competence and Conduct Standard to ensure workforce capability and compliance.

* Driving Organisational Change: Leading initiatives that support culture transformation, values embedding, and high-performance behaviours across the organisation.

* Building Career Pathways: Developing frameworks for succession planning and internal development, supporting long-term workforce planning and retention.

* Partnering with Leaders: Acting as a trusted advisor to senior leaders and managers to identify learning needs, support performance development, and enable change readiness.

* Championing Inclusion & Wellbeing: Creating inclusive learning environments and contributing to organisational strategies that promote employee wellbeing, engagement, and equity.

* Evaluating Impact: Using data and feedback to measure programme success, drive continuous improvement, and inform future workforce capability plans.

* Managing a Team: Leading a small team of Training Officers to deliver operational learning and ensure consistency, quality, and alignment across all development activity.

Profile

The People Partner should be:* CIPD Level 5 qualified or equivalent, with a strong background in learning and organisational development.* Experienced in designing and delivering strategic L&D programmes within a complex or regulated environment.* Skilled in coaching, facilitation, and leadership development across varied teams.* Confident in using people data to inform decisions, measure performance, and improve outcomes.* An excellent relationship-builder who collaborates effectively with managers and senior stakeholders.

Desirable:* Experience in housing, social care, or charitable sectors* Familiarity with blended learning, digital platforms, and apprenticeships* Understanding of sector-specific regulatory standards/CQC
