About the Position

Dexis is seeking a Program Manager to support a large-scale Army test and evaluation program. The project provides data collection, technical writing, computer operations, range scheduling, and administrative support services necessary to execute the government’s test mission. Support encompasses testing of a wide variety of automotive, combat, electronic, general equipment, and ordnance materiel, with services including data collection and coordination, data compilation and processing, development and management of data collection forms, test monitoring, technical writing and editorial review, reporting, data and software administration, range scheduling, and related operational support.

The Program Manager will have overall responsibility for contract performance and serve as Dexis' primary point of contact with the government client. The Program Manager will oversee personnel, staffing, workforce planning, training, resources, and the delivery of technical and operational support across the program, with authority to make decisions regarding contract performance.

Work will be performed primarily onsite in Aberdeen, Maryland, with travel to other locations within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) as required by mission needs. This position is contingent upon contract award.

Responsibilities

  • Provide overall management and administration of the contract in accordance with contract requirements.
  • Provide innovative approaches to team management.
  • Ensure deliverables, products, services, and personnel meet or exceed government needs and expectations.
  • Lead quality assurance and technical excellence of work; ensure deliverables and products are delivered on time and of quality acceptable to both client and Dexis.
  • Serve as the primary point of contact with the government client and exercise authority to act and make decisions on behalf of Dexis regarding contract performance.
  • Oversee personnel staffing and workforce management to ensure adequate resources are available to meet mission and workload requirements.
  • Collaborate with government personnel on long-range workforce planning, including staffing, training, assignments, and resource availability.
  • Oversee program support involving data collection, coordination, compilation, review, and reporting for automotive, combat, electronic, general equipment, and ordnance materiel undergoing testing.
  • Oversee data transcription and processing and the preparation and editing of government correspondence and technical reports.
  • Ensure compliance with applicable safety, security, operational regulations, procedures, and contract requirements.
  • Keep abreast of Army, testing, and data trends.
  • Maintain positive team morale and culture.
  • Ensure continuity of workforce training and development.
  • Manage personnel and resources to maintain continuity of operations and meet changing mission requirements.
  • Manage requirements involving unusual hours of operation and other workforce or operational issues affecting contract performance.
  • Other duties as assigned.

Qualifications 

  • Bachelor's degree in a scientific, engineering, or technology discipline.
  • Minimum of seven (7) years of data collection experience in a test and evaluation environment.
  • Minimum of five (5) years of experience supervising 50 or more personnel in a technical environment. Supervisory experience must include responsibility and authority to hire, direct, assign, promote, reward, transfer, discipline, or remove employees; address employee grievances; or effectively recommend such actions using independent judgment.
  • Must possess an active Secret security clearance.
  • Must be able to communicate clearly and concisely, both orally and in writing.
  • Must be proficient in the use of computers and Microsoft Office software.
  • Must be able to meet the physical requirements necessary to perform assigned functions, which may include working in extreme heat or cold, high humidity, blowing sand and dust, confined spaces, at heights, and walking distances over unimproved terrain while wearing required personal protective equipment (PPE).
  • Must be available to support work outside normal duty hours when required by mission needs.
  • Must be willing and able to travel within CONUS and OCONUS as required.
