Overview

Position Title: Program & Strategic Growth Manager (PM & Business Development)

Location: Aberdeen, MD' Onsite 60-80%

Reports To: CTO

Job Type: Full-time

Clearance Requirement: TS/SCI (able to process, US citizenship is a must)

Summary:

This is a dual-hatted leadership role designed for a high-impact professional who can simultaneously master the execution of a current mission-critical contract while aggressively expanding the firm’s footprint across the defense landscape. You will serve as the primary architect for a specific capability portfolio, bridging the gap between current technical delivery and future market dominance. A successful first year will be one in which you maintain 100% CPARS satisfaction, identify at least 3 new opportunities for expansion, transition existing capabilities into a new market, and establish a roadmap for continued company success in capability integration.

Key Responsibilities:

  • Program Management:
    • Customer Relationship Management: Act as the primary interface for the existing contract. You are the "trusted advisor" who deeply understands the customer’s mission pain points.
    • Requirement Translation: Convert complex operational needs into actionable technical requirements for the engineering teams.
    • Solution Architecture: Identify "white space" within the current contract to construct and propose innovative technical solutions that enhance mission success.
    • Operational Excellence: Oversee project lifecycles, ensuring on-time delivery, budget adherence, and rigorous quality standards for our capabilities.
    • Mentor: Mentor & develop DPM and Team Leads.
  • Strategic Growth:
    • Portfolio Diversification: Leverage existing success in our market space to penetrate new customer sets within the DoD, IC, and international defense markets.
    • Capability Cross-Pollination: Drive the adoption of Cloud Solutions and Edge Processing within traditional capability frameworks.
    • Pipeline Development: Lead capture efforts, from initial lead generation and "shaping" of RFPs to proposal leadership and final award.
    • Strategic Partnerships: Identify and vet industry partners to create winning consortia for large-scale defense technology pursuits.

Qualifications:

  • Bachelors Degree in a relevant field with 10+ years in Defense Program Management and/or Business Development, specifically 2-5 years within the SIGINT (or a related) domain.

Skills:

  • Proven track record of growing a "book of business" from $5M to $50M+ through organic and inorganic growth.
  • Deep understanding of Software-Defined Radio (SDR), Cloud-to-Edge architectures, and DSO frameworks.
  • Experience leading cross-functional teams (engineers, analysts, and finance) in a fast-paced, "fail-fast" environment.

Physical Requirements:

  • Ability to travel as required.
  • Standard office environment with occasional requirements to visit client sites, labs, or field environments.
