聽Official Position Description:
Acts as staff specialist, district traffic engineer (i.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable), &/or supervises/leads team of lower level transportation engineers, technicians, &/or support personnel by assigning tasks, monitoring work progress, & evaluating the work completed on plans.聽 Performs other supervisory responsibilities (i.e. completes performance evaluations, coaches staff, & approves leaves) for subordinate staff. Manages complex projects independently (e.g. traffic engineering studies, including Safety Engineering Studies, village traffic signal applications, no parking zones, city, county & township requests for speed limit revisions, & legal agreements with local governmental officials; reviews signal warrant analysis for design projects & village signal permits; analyzes fatal accident reports for suspect traffic control or highway features.聽 Maintains signal timing computer programs for all traffic signals under District鈥檚 jurisdiction). Generates &/or reviews detailed drawings (e.g. rehabilitation plans, layouts & traffic signal systems design) & maintains work records.聽 Maintains & appraises centerline striping & no passing inventory & logs, & provides needed information on resurfacing projects. Operates state vehicle to travel to project sites in order to evaluate signing needs for all types of roadways (i.e., quantity & plan design). Utilizes traffic analysis software programs (e.g. Synchro, HCS, TSIS, PETRA, Electronic Count Board, PC Warrant, Numetrics, MONARC, ARIES, etc...).
Signs plans &/or other engineering documents as registered Professional Engineer. Coordinates the District鈥檚 Highway Safety Program (HSP) & District Safety Review Team (DSRT): prepares & updates the District鈥檚 Safety Annual Work Plan; Directs engineering/technical activities on behalf of supervisor & plans & coordinate works, assists in development of section policy, budget preparations &/or long range planning & advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area of expertise. Assures accurate & timely updating of management information systems as they relate to the delivery of the program, (i.e. ELLIS, TMS, BMS, etc.) & assures their business rules, policies, & procedures are implemented, used, & maintained as standard business practice in their designated work environments.
Provides technical information to callers regarding traffic laws, sign applications, traffic counts & speed limits. Provides technical support to county managers in regards to traffic control & safety issues & by issuing signing work orders. Assists local governments by providing expertise regarding traffic control & safety issues. Assist supervisor or higher-level engineer regarding unusual or complex problems; attends meetings; prepares & maintains correspondence files as a result of meetings with public officials, consultants, utility companies & ODOT officials. Testifies in civil court proceedings as employee of Department.聽 Represents department at conferences to resolve questions. Operates state vehicle to travel throughout district to conduct field reviews of project implementation &/or review site of proposed project to ensure project adaptability. Performs other related duties as assigned.
-Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver鈥檚 license.聽
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver鈥檚 license.聽
-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.聽
