Position Title: Program Analyst – Program Support & Advanced Analytics
Organization: Department of Justice Program Management Office, and Strategic and Executive Support services to the Executive Office for Immigration Review’s (EOIR) Office of Information Technology (OIT)

Position Type: Full-Time – 100% on-site support
Security Clearance:Â Public Trust (Current Clearance is Preferred)
Annual Salary:Â $105,000 - $110,000 with a sign-on bonus
Overview:
Emerge Solutions Group, LLC (EMERGE) is looking for a Program Analyst to provide high-level operational, analytical, and strategic support to executive leadership within a federal program environment. This role blends executive meeting and conference support with advanced analytics, performance management, and data-driven decision support. The position requires comfort operating in a fast-paced, high-visibility setting while translating complex information into clear, actionable insights for senior stakeholders
Education: Bachelor’s degree in Business, Analytics, Public Administration, Information Systems, Data Science, or a related field required. Master’s degree preferred.
Minimum Qualifications:Â
- Demonstrated experience supporting executive leadership or senior-level stakeholders in a federal or enterprise environment.
- Experience providing end-to-end meeting and conference support, including documentation, coordination, and follow-up.
- Experience developing performance metrics, KPIs, dashboards, or enterprise performance reporting solutions.
- Strong analytical skills with the ability to evaluate program data, identify trends, and provide actionable recommendations.
- Proficiency in data analysis tools and techniques, including:
- SQL for querying structured datasets
- Python for data analysis, automation, and visualization
- R for statistical analysis, modeling, or performance measurement
- Ability to translate complex technical or analytical information into clear, concise written and verbal communications.
- Strong organizational skills, attention to detail, and ability to manage multiple priorities in a fast-paced environment.

Duties: Program Analyst – Program Support & Advanced Analytics
- Provide comprehensive executive-level meeting support, including agenda development, briefing materials, coordination, facilitation support, and post-meeting follow-up.
- Plan, coordinate, and execute conferences and executive engagements, including logistics, materials preparation, and post-event reporting.
- Capture, draft, and distribute accurate meeting minutes, action items, decision logs, and executive summaries to ensure accountability and follow-through.
- Develop and maintain program analytics, dashboards, and performance reports to support leadership decision-making.
- Define, track, and report Key Performance Indicators (KPIs) aligned with organizational, programmatic, and strategic goals.
- Analyze program performance, trends, risks, and opportunities using quantitative and qualitative methods.
- Apply advanced analytics techniques, including statistical analysis and data modeling, to assess program effectiveness and performance outcomes.
- Integrate data from multiple systems and sources to produce coherent, executive-level narratives and visualizations.
- Present analytical findings through dashboards, briefings, and written products tailored for senior leadership audiences.
- Support performance management, program evaluation, and strategic planning initiatives across the program lifecycle.
- Track milestones, decisions, risks, and action items to support governance, oversight, and continuous improvement efforts
Preferred Qualifications:Â
- Experience supporting program management offices (PMOs), executive leadership teams, or C-suite stakeholders.
- Experience in performance management, strategic planning, or program evaluation within a federal environment.
- Experience building or maintaining enterprise dashboards and performance management frameworks.
- Prior experience working in a DOJ, EOIR, or similar federal agency environment.
- Strong proficiency in Microsoft Office tools (Word, Excel, PowerPoint) for executive deliverables and presentations.
