General Description
This position manages agency-wide safety and security activities, policy development, data collection and analysis and safety and security enforcement and training.
Essential Job Duties and Responsibilities*
- Develops VRE’s System Safety Program Plan in collaboration with Chief Executive Officer (CEO), and in accordance with 49 CFR Part 270; responsible for the oversight, administration, and compliance of all responsibilities described within the Plan, ensuring overall implementation and the safety of passengers, employees, emergency responders, the community served, and VRE’s property by carrying out safety management responsibilities outlined in the Plan
- Supports and manages insurance issues, policy development, data collection and analysis, and safety and security enforcement and training related to the System Safety Program Plan
- Reviews Site Safety Plans for capital projects, maintenance projects, and regular operational services and administers VRE’s safety and security certification process in accordance with established FTA, FRA, and VRE requirements
- Implements and manages VRE’s risk hazard analysis program and completes internal audits to track and mitigate potential safety issues
- Develops and manages VRE’s TSA Security Training Program in accordance with 49 CFR Part 1570 and 1582
- Manages VRE’s annual insurance renewal including preparing all application documents and data for carrier consideration, providing VRE’s safety presentation to underwriters, responding to underwriter’s operational questions, and completing annual payment requests
- Manages contracts for safety and security consultant services, security officer services, and disaster management services as well as on-going small purchases for safety-related supplies and security systems
- Develops and manages full-scale emergency drills, MSF exercises, and classroom training for local first responders including police, fire, EMS, and K9 units as well as federal agencies and internal VRE staff
- Assist supervisor and senior management’s effort to continue to imbue a positive safety culture across the enterprise by recommending, developing, initiating and managing safety and security projects respectively targeted to a wide array of diverse internal and external stakeholders to ensure VRE continues to meet and exceed its goals and expectations for continuous improvement
- Manages VRE’s infrastructure protection program, including the access control system, surveillance camera system and third-party security guard contracts
- Ensures effective relationship with regional first responders; including representing VRE on appropriate regional committees (MWCOG’s Passenger Rail Safety Subcommittee and RESF-1) and the direct administration and management of VRE’s award winning Passenger Train Emergency Preparedness Program for first responders
- Manages the department’s efforts to ensure organizational awareness and compliance with VRE’s System Safety Program Plan through training events, compliance reviews with department managers and the recommendation of policy or program enhancements to further facilitate compliance
- Coordinates and facilitates VRE’s engagement with relevant components of the Department of Homeland Security (DHS), including TSA and the Federal Air Marshalls
- Participates in and provides support as needed for special events such as Surveys, Operation Life Saver Trains, Manassas Rail Festival, Clifton Day, Meet the Management functions, and service disruptions

Required Knowledge, Skills, and Abilities
- Knowledge of relevant federal, state, and local transportation laws, regulations, guidelines, and practices
- Knowledge of railroad operating rules, FRA regulations
- Knowledge of customer service principlesÂ
- Proficiency using technology and systems, and tools to include Microsoft Office and Outlook
- Excellent written and oral communication skills, including ability to present information orally and in writing to a wide range of audiences
- Skill in managing multiple complex programs, contracts, and initiatives
- Skill in statistical and trends analysis and presentation
- Ability to accurately organize and maintain paper documents and electronic files
- Professionalism and skill in dealing effectively with diverse individuals at all levels of the organization, as well as with external stakeholders and customers
- Ability to build, foster, and encourage inter-departmental cooperation and trust
- Ability to work both independently and as part of multi-disciplinary departmental teams, and to respond to a variety of conditions without direct supervision
- Ability to handle stress, maintain an even temperament and demonstrate confidence when making decisions in the best interest of the passenger, VRE and the railroads
Minimum and Preferred Qualifications & Experience
MinimumÂ
- Bachelor’s degree in a related discipline
- Demonstrated success performing job duties and responsibilities directly related to those of position including public safety, security, public sector program management, and contract/project management
- Experience managing and/or coordinating programs and projects, prioritizing work, and ensuring program delivery aligns to business goals and objectives
- Excellent written and oral communication skills, including ability to present information orally and in writing to a wide range of audiences
- Proficiency using technology and systems, and tools to include Microsoft Office and OutlookÂ
- Attainment/renewal of Roadway Worker Protection and Rules certifications on CSX, NS, and Amtrack Railroads within one year of job placement
PreferredÂ
- Master’s s degree from an accredited college or university in a related discipline
- FTA Transit Safety and Security Certification
- Public sector/transportation/rail experience
Additional Requirements
- Must possess a valid driver’s license, current auto insurance, and always maintain a safe driving record during employment with VRE
- Ability to work the flexible hours demanded by a transit operation environment
Working Conditions/Environment
- This work requires the occasional exertion of up to 50 pounds of force; work frequently sitting, speaking, or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, climbing, or balancing, stooping, kneeling, crouching, or crawling, reaching with hands and arms, and pushing or pulling
- Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly
- Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound
- Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities
- Work occasionally requires working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, and exposure to outdoor weather conditions
- Work is generally in a moderately noisy location (e.g., business office, light traffic)
