Job Description:

Parsons is looking for an experienced Technical Design Manager to join our team! In this role, you will develop, manage and coordinate the design and technical delivery of design packages across multidisciplinary projects, ensuring quality, compliance, and timely delivery in line with client expectations and project goals.

What You'll Be Doing:

Managing and coordinating the execution of design deliverables across multiple projects.
  • Overseeing the preparation of designs, technical documentation including drawings, reports, and tender packages. o Supporting Managers and others in developing and implementing resource plans.
  • Reviews and approves discipline staffing budget estimates and staffing assignment schedules on each project. Maintains appropriate staffing level, including temporary personnel, as needed.
  • Monitors the quality and progress of the discipline on each project, ensuring that production requirements are satisfied.
  • Establishes standards and procedures manuals for the discipline and recommends improvements to department procedures. Recruits, interviews, and evaluates prospective employees, offers personnel development, conducts performance evaluations, counsels employees, takes corrective actions (as required).
  • Ensures that new employees receive orientation on company policies and procedures. Ensures performance within overhead budgets authorized for the discipline.
  • Actively participates in and promotes the Quality Improvement Program. May head a committee within the discipline, striving to motivate and educate the assigned personnel.
  • Participating in design reviews, value engineering workshops, technical and safety coordination meetings. Ensuring compliance of designs with applicable codes, standards, and client requirements.
  • Monitoring progress and performance of the design team against schedule, cost, and quality metrics. Collaborating with internal teams and external stakeholders to ensure integrated design solutions.
  • Supporting the resolution of technical challenges during design development to ensure targets are met.
  • Promoting digital engineering workflows and quality assurance processes.
  • Assisting with internal knowledge sharing, mentoring, and development of standard policies and procedures. Performs any other responsibilities associated with the role

What Required Skills You'll Bring:
  • Bachelor's degree in Civil Engineering, Architecture, Quantity Surveying, or a related discipline.
  • 15+ years of experience in design and technical coordination roles.
  • Proven experience managing multidisciplinary design teams in large-scale projects.
  • Strong understanding of relevant codes, standards, and regulatory frameworks.
  • Excellent communication, presentation and collaboration skills with cross-functional teams.
  • Ability to manage multiple design packages and deliverables simultaneously.
  • Proficient in design and document control tools (e.g., AutoCAD, Revit, BIM360, etc.).

What Desired Skills You'll Bring:
  • Previous experience working on infrastructure or large-scale projects in the Middle East.
  • Working knowledge of digital design tools and platforms such as BIM, Navisworks, or similar.
  • Understanding project controls including cost, risk, and schedule integration.
  • Experience working with government or semi-government clients.
  • Professional certifications (e.g., PMP, RICS, PE, or equivalent) would be an advantage. o
  • KSA Driving License
