Summary: The Workforce Group a LEMOINE company, is currently seeking experienced and compassionate professionals to serve as Shelter Managers in support of emergency response operations. In this critical leadership role, you will be responsible for overseeing the 24/7 operations of emergency shelter sites, ensuring a safe, supportive, and efficient environment for displaced residents and deployed staff. This position plays a vital role in delivering high-quality services during times of crisis.

These are seasonal positions and, if activated, will likely require travel on short notice, generally lasting from several days to a few weeks and possibly 30 days or more, depending on the disaster response needs. Ideal candidates for these missions will be available to deploy within 24 to 72 hours of notification.

Location: Disaster Response Locations – Various Sites Statewide

Duties and Responsibilities:

  • Oversee the daily 24/7 operations of emergency shelter sites, ensuring safe and effective service delivery.
  • Supervise shelter staff and coordinate shift schedules to maintain consistent coverage and care.
  • Ensure residents have timely access to meals, laundry services, hygiene items, and medical or case management support.
  • Conduct regular staff meetings to communicate updates, assignments, and policy changes.
  • Maintain smooth shift transitions and continuity of shelter operations across all staffing teams.
  • Provide direct coverage as needed to fill staffing gaps or address urgent needs.
  • Remain on call 24/7 to respond to emergencies or operational issues.
  • Manage and support one or more direct reports, including onboarding, training, and task assignment.
  • Exercise discretion and sound judgment in managing day-to-day operations and resident concerns.
  • Track project performance, deliverables, and quality assurance using internal systems and tools.
  • Ensure compliance with client requirements and internal protocols.
  • Perform other job-related duties as assigned.


Qualifications, Knowledge, Skills, and Abilities: A bachelor’s degree or equivalent experience is preferred. Minimum of two (2) years of professional experience managing emergency shelters or similar human services programs. Supervisory experience is required. Candidates must be able to deploy on short notice and work flexible hours in high-demand, fast-paced environments.


  • Demonstrated leadership and operational management experience.
  • Strong organizational, time-management, and multitasking abilities.
  • Excellent verbal and written communication skills.
  • Proficiency in Microsoft Office programs including Excel, PowerPoint, Word, and Outlook.
  • Ability to work collaboratively with diverse teams and community partners.
  • Must be able to remain calm and make decisions under pressure.
  • Flexible availability to support 24/7/365 shelter operations.
  • Valid driver's license and reliable transportation is required.​
