Job Summary

KBR's Readiness and Sustainment (R&S) Business Unit is seeking an experienced HR Manager for an OCONUS role located in Djibouti, Africa to provide hands-on HR support to assigned regions and client groups. This role focuses on implementing HR programs, supporting employee relations, driving engagement initiatives, and ensuring consistent application of company policies and employment requirements. The HR Manager will work closely with senior HR colleagues, cross-functional teams, and local leadership to deliver effective HR services, support talent development, and contribute to a positive employee experience in a global environment.

Roles and Responsibilities

  • Provide day-to-day HR support to assigned OCONUS regions and client groups, ensuring compliance with company policies, employment laws, and procedures.
  • Support the implementation and administration of HR programs, processes, and engagement initiatives that enhance employee experience and retention.
  • Assist with employee relations matters by providing guidance to managers, supporting fact-finding, and partnering with senior HR team members and Legal as needed.
  • Conduct routine investigations related to policy concerns and maintain accurate documentation.
  • Deliver training and guidance to managers and employees on performance management, compliance, and HR best practices.
  • Analyze workforce data and trends to support recommendations on improving retention, performance, and overall team effectiveness.
  • Coordinate with HR partners and cross-functional teams on HR initiatives, program rollouts, and process improvements.
  • Support talent acquisition efforts, onboarding activities, and HR operations in alignment with regional and program needs.
  • Help administer policies, employee engagement activities, and "best workplace" initiatives within assigned areas.
  • Work effectively in establishing a professional business relationship with the local Government.
  • Maintain eligibility for a Secret clearance, military base access, and Common Access Card (CAC).
  • Contribute to a collaborative, team-oriented HR environment and support other HR Managers and leadership as needed.

Basic Qualifications

  • Must be a U.S. Citizen with a current U. S. Driver's License.
  • Must possess passport book (not passport card) with at least 13 months of remaining validity AND 6 blank visa/stamp pages remaining.
  • Must have and maintain a valid U. S. SECRET Security Clearance
  • Employee Engagement advocate and ability to think outside the box in order to support and expand a growing organization that is focused on maintaining a great/best place to work culture and environment
  • Team-oriented and Close-to-the-Customer focused
  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • Minimum of 5 years of HR experience, preferably in generalist or employee relations roles.
  • Demonstrated knowledge of HR programs, policies, compliance, and labor relations. Willingness to travel 10-20% as will be necessary to support the needs of the business
Preferred Qualifications

  • Hands-on Workday administration experience with fluency in HR transaction processing within this HRIS
  • Experience in union environments and/or collective bargaining agreements.
  • Experience supporting remote or OCONUS teams is strongly preferred.
  • Prior experience in global or military support operations.
  • Strong interpersonal, communication, and problem-solving skills.
  • Ability to analyze workforce data and recommend practical solutions.
