Job Summary

Leidos is seeking a Deputy Program Manager to support a high-impact, multi-agency program serving the United States Space Force (USSF)/Space Systems Command (SSC), the United States Air Force (USAF), and other key mission stakeholders. The selected candidate will play critical role in overseeing a program focused on enhancing, testing, and deploying a large-scale Satellite Communications (SATCOM) system within an existing infrastructure. The ideal candidate will bring strong expertise in public key infrastructure (PKI) and Agile development, along with exceptional problem-solving, communication, and collaboration skills. This position will support program execution across financial performance, workforce management, customer engagement, and contractual compliance, ensuring successful mission outcomes.

Responsibilities include tracking program status against customer and corporate requirements, supporting Earned Value Management reporting, aligning resources to program needs, preparing briefings and program documentation, responding to customer and company data calls, and helping resolve administrative and business issues. The role also supports talent development and overall program delivery in a complex, fast-paced, technical environment.

Primary Responsibilities

  • Oversee all program administrative and business operations, including Subcontracts, Earned Value Management, Finance, and Security.

  • Serve as a key Point of Contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), Government Program Manager, and company senior leadership, including executive-level stakeholders.

  • Lead program operations in the absence of the Program Manager (PM) or when the PM is engaged in other critical program priorities.

  • Maintain full comprehensive awareness of program activities and serve as a secondary Point of Contact between program staff and Government stakeholders.

  • Manage operational execution and financial performance for contract deliverables, cost, and schedule to ensure achievement of all key performance indicators and annual operating plan commitments.

  • Ensure compliance with contractual requirements, the Statement of Work, and Leidos policies and procedures.

  • Serve as Control Account Manager (CAM) for the Program Management Office account.

  • Lead and support customer and internal meetings, including agenda development, coordination, and follow-up.

  • Prepare program reporting materials, including inputs for IPR, PSR, IPMDAR, and other formal reviews for Senior Leadership and Government PMO stakeholders.

  • Partner with functional support teams to ensure customer and company requirements are fully met.

  • Collaborate with highly technical teams to track program status and provide operational and management support as needed.

  • Coordinate the development of Engineering Change Proposals (ECPs) and support business development activities.

  • Review and approve Earned Value, Estimate to Complete, and other financial reports, as appropriate.

  • Communicate program issues, risks, and solutions to the Government Program Manager in a timely and transparent manner, as required.

  • Contribute to, review, and ensure the timely delivery of Program Management CDRL deliverables.

Basic Qualifications

  • Bachelor’s degree and at least 12 years of relevant experience. Additional experience may be substituted for a degree.

  • At least ten (10) years of experience as a Program or Project Manager, leading programs and contracts of significant scope, type, complexity, and impact.

  • At least one (1) year of experience managing and controlling program funds and resources using advanced reporting methods, including Earned Value Management (EVM).

  • Demonstrated experience in requirements analysis, resource allocation, project costing, deliverable tracking, and schedule and financial performance monitoring.

  • Proven leadership experience managing both direct reports and cross-functional teams.

  • Experience managing multiple subcontractors and teammates in support of program execution.

  • Strong ability to apply sound judgment and effective problem-solving skills in complex, fast-paced environments.

  • Excellent interpersonal, verbal, and written communications skills.

  • Demonstrated ability to manage multiple high-priority issues and tasks simultaneously in a dynamic environment.

  • Strong ability to plan, prioritize, and execute work proactively with a demonstrated ability to take initiative and resolve issues quickly and directly as they arise.

  • Clearance Required: Must have TS/SCI with Polygraph.

Preferred Qualifications

  • PMP, FAC-P/PM Mid-Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level II certification in Program Management.

  • Experience applying Scaled Agile Framework (SAFe) methodologies in support of program execution.

  • Demonstrated experience executing Earned Value Management (EVM) on a large, complex program.

  • At least five (5) years of experience supporting large-scale software development and hardware integration programs.

  • At least two (2) years of experience working in an Agile program environment.
