Position Overview
Cyber B.A.T. is seeking a System Engineer Level 3 to provide technical leadership for complex systems engineering efforts, including requirements analysis, system architecture, design, integration, testing, and lifecycle management. This role involves developing and managing system requirements and architectures, leading technical reviews and integration activities, assessing program risks, supporting DoD and Intelligence Community processes, and ensuring the technical integrity and interoperability of complex hardware and software systems.
What You'll Do
- Analyze user requirements, concept of operations documents, and high-level system architectures to develop comprehensive system requirements
- Lead systems engineering design, development, integration, and testing activities
- Provide technical leadership for the integration of requirements, design, technology, and operational capabilities
- Develop and maintain system architectures, system design documentation, and engineering plans
- Guide users in developing requirements, evaluating alternative approaches, and conducting feasibility studies
- Manage system and derived requirements to ensure alignment with established system architectures and operational objectives
- Develop functional requirements and allocate requirements across hardware, software, facilities, and personnel components
- Develop and maintain Systems Engineering Plans, Requirements Specifications, Interface Control Documents, and other technical documentation
- Develop system design solutions and alternative architectures that satisfy functional and performance requirements
- Define verification methods, processes, and evaluation criteria to validate systems and subsystems against requirements
- Lead and coordinate system integration activities across multiple technical teams and organizations
- Define, document, and manage system interfaces throughout the development lifecycle
- Participate in Configuration Control Boards, design reviews, program reviews, requirements reviews, and test reviews
- Establish and manage processes for requirements traceability, change control, configuration management, and technical baseline maintenance
- Assess program risks, determine probability and impact, and develop mitigation strategies and alternative courses of action
- Support system verification, validation, integration, and testing activities throughout the system lifecycle
- Develop and evaluate system architectures using DoDAF and Service-Oriented Architecture (SOA) principles
- Develop operational, technical standards, and systems and services architecture views in accordance with applicable DoDAF standards
- Develop Information Assurance requirements addressing confidentiality, integrity, availability, authentication, access control, accountability, and related security mechanisms
- Provide technical direction for complex hardware/software systems, including requirements elicitation, functional allocation, architecture development, interface definition, integration, and end-to-end analysis
- Develop operational concepts and scenarios describing interactions between systems, users, and operational environments
- Conduct quantitative and trade-off analyses addressing reliability, maintainability, vulnerability, survivability, producibility, lifecycle cost, and system performance
- Use modeling, simulation, and prototyping to identify and mitigate technical risks
- Support DoD Certification and Accreditation and other Government certification and accreditation processes
- Support development and review of Intelligence Community and DoD capability documentation
- Participate in Analysis of Alternatives efforts and recommend solutions based on technical feasibility, risk, lifecycle cost, and operational requirements
- Apply appropriate engineering standards to promote consistency, interoperability, and system integration
- Communicate technical issues, recommendations, and program status to government stakeholders, program personnel, and senior leadership
- Maintain the technical integrity of system baselines and ensure systems remain aligned with evolving requirements and standards
What We're Looking For
Required Qualifications
- Active TS/SCI Clearance with a current Maryland Polygraph
- Bachelor's degree in Systems Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline
- Twenty (20) years of Systems Engineering experience supporting programs and contracts of similar scope, type, and complexity
- Five (5) additional years of Systems Engineering experience may be substituted for a Bachelor's degree
- Demonstrated experience planning and leading Systems Engineering efforts
- Five (5) years of experience in the legal or technical aspects of Intelligence Community Privacy Compliance
- Five (5) years of experience with NSA systems architecture
- Extensive experience with systems requirements analysis, functional decomposition, architecture development, and requirements allocation
- Strong experience leading systems integration, verification, validation, and testing activities
- Experience with DoDAF, SOA, system interfaces, and complex hardware/software architectures
- Experience with configuration management, requirements traceability, change control, and technical baseline management
- Experience conducting risk management, trade studies, and lifecycle cost analyses
- Experience developing and reviewing complex systems engineering documentation
- Strong understanding of system security, Information Assurance, and certification and accreditation processes
- Ability to provide technical leadership across multidisciplinary teams and communicate effectively with government stakeholders and senior leadership
- Strong analytical, problem-solving, technical writing, and communication skills
