SANCORP is seeking a Budget Analyst III to provide Administrative, Analytic, Scientific, Information Technology and Subject Matter Expertise Support Services in direct support to Research, Development, Test & Evaluation Activities within Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)). The following are examples of responsibilities:Â
- In support of the OUSW(I&S): provide sound, accurate, and timely budget and program analysis and acquisition support including:
- Support OUSW(I&S) preparation and participation in PPBE related processes and working groups to inform DIR OUSW(I&S) decisions and recommendations.
- In coordination with the OUSW(I&S) budget office, support all budget and cost analysis activities for the OUSW(I&S) to include the drafting, preparation, coordination, and submission of related documents products and presentations for DIR OUSW(I&S) review and decision on a daily basis.
- Monitor OUSW(I&S) resources and expenditures and coordinate the transfer of funds to other DoD Components in support of mission objectives as approved by the DIR OUSW(I&S) on daily basis. This effort includes submitting packages for funding on a weekly occurrence.
- Support OUSW(I&S) planning, preparation, and submissions for out-of-cycle funding to resource OUSW(I&S) unfunded requirements (UFR) for DIR OUSW(I&S) review and decision on a monthly basis.
- Support the preparation, coordination, and delivery of an annual report for OUSW(I&S) appropriations, obligations, expenditures, and transfers to DoD and ODNI Senior Leadership and Congress for DIR OUSW(I&S) review and decision.
- Develop and maintain positive working relationships with counterparts across the DoD, including the Joint Staff, other OSD organizations, DoD Components, Military Departments, and Combatant Commands.
- Develop and coordinate budget and acquisition related OSW staff packages, including for time-sensitive requirements, for DIR OUSW(I&S) review and PPBE activities to inform Dir OUSW(I&S) decisions and recommendations.
- Assist government lead in developing and preparing documentation for procurement packages, such as Statements of Work (SOW) and Performance Work Statements (PWS), Sole Source Justifications and Brand Name Justifications, Market Analysis and Research, Reviewing Cost Estimates and Quality Assurance Plans to ensure accuracy, completeness, and consistency.
- General Support: Provide advice, recommendations, and document preparation support to multiple offices across various disciplines, ensuring seamless acquisition processes and compliance with regulatory requirements. Develop and coordinate OSD staff packages, including for time-sensitive requirements, for DIR OUSW(I&S) review and decision.
- Administrative & Document Management: Manage, process, track, and archive a high volume of day-to-day administrative paperwork, budget packages, and procurement documentation, ensuring strict organization, document control, and adherence to tight deadlines.
