Description

Markon is seeking a senior-level Project Manager (PM3) to serve as an Onsite Owner's Representative for complex construction, tenant fit-outs, and infrastructure projects at the Mark Center. Supporting the Facility Operations Services Division (FOSD) under Washington Headquarters Services (WHS), you will act directly on behalf of the government client to oversee contractors, Architect/Engineer (A/E) firms, and day-to-day project execution. 

 

This is a highly active, primarily field-based role within a premier Department of War (DoW) ancillary facility. We are looking for a motivated self-starter who excels at protecting the owner's interests, driving projects through their entire lifecycle, and delivering high-quality facility modifications in an occupied federal building. 

Responsibilities

  • Act as the primary onsite PM and Owner's Rep for FOSD, ensuring all tenant fit-outs, renovations, and infrastructure work meet strict DoW standards and client operational needs. 
  • Lead project development, planning, and estimating. Gather requirements and draft detailed, technical Statements of Work (SOW) for facility construction and engineering contracts. 
  • Provide expertise in the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, including requirements generation, needs justification, and project prioritization. 
  • Perform rigorous technical reviews of construction documents, engineering studies, and A/E services designs to ensure constructability and compliance. 
  • Conduct active QA of all contracted work in the field. Operate seamlessly within the facility to evaluate site conditions, track progress, and ensure adherence to specifications. 
  • Manage Integrated Product Teams (IPTs) and coordinate seamlessly with contractors, consultants, building tenants, and government officials to facilitate smooth project delivery. 
  • Assist the Markon contract manager in the day-to-day supervision, guidance, and mentorship of 2–3 junior project managers. 

Qualifications

  • Must be a U.S. Citizen and able to pass a U.S. Public Trust background check. 
  • Experience: Minimum 15 years of related work experience in facility management and construction, of which at least 5 years must be strictly technical in nature.
  • BS degree or higher in Construction Management, Physics, Science, Mathematics, or a related field. 
  • OR Equivalency: 20 years of dedicated construction-related technical experience accompanied by active licensure as a Master Craftsman, Journeyman, or General Contractor. 
  • Critical Skills: Energetic self-starter capable of operating independently or as part of a team with minimal direct guidance; highly accountable for quality deliverables. 

Preferred: 

  • Advanced Education: BS degree or higher specifically in Mechanical Engineering. 
  • Professional Registration: Active Professional Engineer (PE) license or other relevant professional licensure. 
  • Federal/DoW Experience: Familiarity with WHS operational protocols, tenant fit-out procedures, and federal infrastructure modernization

Salary Range

USD $110,000.00 - USD $130,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
