RMC is seeking a Critical Infrastructure Protection (CIP) Analyst for a full-time in-office position in Arlington, VA!

Position Summary:

The Critical Infrastructure Protection (CIP) Analyst is responsible for providing onsite client support to the Joint Staff Homeland Defense Division (J-36) Mission Assurance Branch. The Joint Staff J-36 plays an integral role in supporting Mission Assurance (MA) and complements other Protection Program efforts that also contribute to MA through Risk Management (RM). This CIP Analyst is responsible for supporting the Chairman of the Joint Chiefs of Staff (CJCS) with implementing and facilitating the Mission Assurance Construct in accordance with Department of Defense (DoD) Directive (DoDD) 3020.40, “Mission Assurance (MA)” and DoD Instruction (DoDI) 3020.45, “MA Construct.” Support to the MA Construct’s four processes (Identification, Assessment, Risk Management, Monitoring and Reporting) includes coordination of defense critical infrastructure asset nominations, asset validation, integrated assessment scheduling (IAS), management and revision of assessment benchmarks, the coordination of risk management packages and briefs for the Mission Assurance Senior Steering Group (MA SSG) and Mission Assurance Executive Steering Group (MA ESG) meetings, and Monitoring and Reporting through the designated information technology systems. This person will assist in the planning, organizing, and coordinating of CIP and MA Program requirements for the Joint Staff.


Essential Functions:

  • Support Joint Staff J-36 MA Branch on all CIP and MA matters.
  • Support branch-level efforts to develop and revise key Joint Staff policy and instructions related to Mission Assurance, to include DoW MA Benchmarks and CJCSI 3209.01A.
  • Support management of the Mission Assurance Assessment Program, to include facilitation of Integrated Assessment Schedule development, meetings, coordination, and scheduling conference.
  • Assist with the execution of the MA identification process and arbitrate disputes on asset criticality between DoW Components. This includes Defense Critical Asset (DCA) nomination and validation process.
  • Assist in coordination with asset and mission owners for development of criticality summaries, threat hazard assessments, vulnerability assessments, and resiliency, redundancy, and mitigation plans.
  • Serve as the primary action officer supporting the Mission Assurance Coordination Board (MACB) forums.  Coordinate with relevant stakeholders to develop meeting agendas and inputs.
  • Facilitate, monitor, and assess the accomplishment of MACB-established MA priorities and activities for DoW.
  • Compile, organize, and present all relevant risk mitigation and remediation recommendations from across the JS, OSW, DoD service components, and stakeholders to senior leadership.
  • Provide direct support to the Mission Assurance community during the fielding and adoption of new decision support tools and platforms.
  • Conduct reviews of military headquarters plans, policies, and directives, ensuring compliance with DoW policies and directives.
  • Contribute to the development and refinement of Mission Assurance-related data and information standards.
  • Assist with monitoring the accuracy of data in the MA system of record. 
  • Provide subject matter expertise and direct support to branch leadership during various meetings and engagements.
  • Develop briefings, program documents, reports, instructions, and information papers on CIP and MA requirements.
  • Support the Joint Staff through coordinating with the services, combatant commands, and subordinate commands on various efforts and tasks.
  • Participate in conferences, working groups, meetings, and other events related to MA, as required.
  • Assist in various administrative duties, as needed.


Competencies:

  • 4-10+ years of exp. with DoW and critical infrastructure programs preferred.
  • Excellent writing skills and strong communication abilities.
  • Good time management and organizational skills.
  • Experience using tools and applications such as Word, PowerPoint, Excel, and SharePoin.t
  • Proven ability to coordinate with and provide direct support to senior-level working groups.
  • Ability to work in a team environment and take initiative to help ensure team tasks are successfully completed within required timelines.
  • Strong ability to interact and communicate both written and verbally with people at all levels.
  • Possess strong problem-solving skills. 

Requirements

Education & Experience Requirements

  • BA or BS in public policy, political science, security studies, or a related field.  
  • In lieu of a degree commensurate operational experience (+8 years) may be substituted.

Other Requirements:

  • Security Clearance: Obtaining a DoD TS-SCI Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
  • Valid Passport: Possession of a current passport with a minimum of eight months remaining until the expiration date.
  • Travel Flexibility: Willingness and capability to travel, CONUS and OCONUS approximately 5% of the time.Telecommunication is authorized for this role upon approval.
  • Work Environment Compliance: Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license
