The Engineering Head of Strategy, Operations & Talent serves as the CTO's chief operating partner, responsible for driving organizational effectiveness, strategic execution, financial discipline, governance, and talent excellence across the technology organization.

This role ensures theĀ CTOĀ organizationĀ operatesĀ as a high-performing business function by providing leadership across:Ā

The role acts as the central coordination point across allĀ EngineeringĀ functions, enabling leaders to focus on delivering technology outcomes while ensuring organizational alignment, accountability, and operational excellence.Ā

Core ResponsibilitiesĀ 

1.Ā EngineeringĀ Strategy & Business OperationsĀ 

Lead the overall operating cadence for theĀ EngineeringĀ organization.Ā 

ResponsibilitiesĀ 

  • Develop andĀ maintainĀ theĀ EngineeringĀ strategic operating planĀ 

  • Coordinate annual planning and organizational objectivesĀ 

  • Facilitate quarterly business reviews (QBRs)Ā 

  • ManageĀ CTOĀ staff meetings and leadership operating rhythmsĀ 

  • Develop executive dashboards and KPI reportingĀ 

  • Prepare presentations and materials for executive leadership and board discussionsĀ 

  • Drive accountability against strategicĀ objectivesĀ and commitmentsĀ

2. Portfolio, Program & Transformation ManagementĀ 

Oversee execution of the organization's most important technology initiatives.Ā 

ResponsibilitiesĀ 

  • Ensure alignment between investments and business prioritiesĀ 

  • Track execution of strategic initiativesĀ 

  • IdentifyĀ cross-functional dependencies and risksĀ 

  • Escalate issues requiring leadership interventionĀ 

  • Drive consistency in program reporting and delivery governanceĀ

3. Financial Management & Budget GovernanceĀ 

OwnĀ financial managementĀ processes for theĀ EngineeringĀ organization.Ā 

ResponsibilitiesĀ 

  • Lead annual budget developmentĀ 

  • Manage forecasting and variance analysisĀ 

  • Monitor technology investments and operating expensesĀ 

  • Establish financial reporting and transparencyĀ 

  • Drive cost optimization initiativesĀ 

  • Support vendor investment decisions and business casesĀ 

  • Track realization of expected benefits from technology investmentsĀ

4. Governance, Compliance & Risk CoordinationĀ 

Coordinate governance processes across theĀ EngineeringĀ organization.Ā 

ResponsibilitiesĀ 

  • Manage enterprise technology risk reportingĀ 

  • Act asĀ Engineering’s point of contact ofĀ audit activities and readiness effortsĀ 

  • Facilitate compliance programs and assessmentsĀ 

  • Maintain technology policy governance processesĀ 

  • Track remediation efforts and corrective actionsĀ 

  • Support regulatory and control framework requirementsĀ 

  • Coordinate AI governance and technology governance activitiesĀ

5. Talent Strategy & Workforce PlanningĀ 

Partner withĀ CTOĀ and EngineeringĀ leadership to build andĀ maintainĀ a high-performing organization.Ā 

ResponsibilitiesĀ 

  • Lead workforce planning processesĀ 

  • IdentifyĀ critical skill gaps and staffing risksĀ 

  • Develop talent development strategiesĀ 

  • Track organizational health and workforce metricsĀ 

  • Constantly revise and improveĀ hiring processes and candidate experienceĀ 

  • Monitor recruiting performance metricsĀ 

  • Ensure alignment between hiring decisions and organizational needsĀ 

6. Performance Management & Organizational EffectivenessĀ 

Establish and improve performance management practices across theĀ EngineeringĀ organization.Ā 

ResponsibilitiesĀ 

  • Support calibration and talent review sessionsĀ 

  • Develop performance improvement frameworksĀ 

  • IdentifyĀ organizational performance trendsĀ 

  • Drive accountability for employee developmentĀ 

  • Improve management effectivenessĀ 

  • Partner with HR on performance-related initiativesĀ 

7. Employee Engagement, Culture & CommunicationsĀ 

Own organizational engagement and communication programs for theĀ EngineeringĀ organization.Ā 

ResponsibilitiesĀ 

  • Develop and execute communication strategyĀ 

  • Coordinate department-wide communicationsĀ 

  • Plan and manage quarterly technology town hallsĀ 

  • Lead annualĀ EngineeringĀ kickoffĀ eventĀ 

  • Coordinate leadership offsites and organizational meetingsĀ 

  • Support culture and engagement initiativesĀ 

  • Monitor employee engagement trendsĀ 

  • Partner with HR on employee experience improvementsĀ 

8. Vendor Governance & Executive RelationshipsĀ 

Provide oversight of strategic technology vendor relationships.Ā 

ResponsibilitiesĀ 

  • Coordinate executive business reviews with key vendorsĀ 

  • Monitor strategic vendor performanceĀ 

  • Track contract and renewal risksĀ 

  • Support sourcing and investment decisionsĀ 

  • Ensure vendor performance aligns with organizational goalsĀ 

9. Executive Decision SupportĀ 

Serve as a trusted strategic advisor to theĀ CTO.Ā 

ResponsibilitiesĀ 

  • Develop executive briefings and recommendationsĀ 

  • Prepare business cases and investment proposalsĀ 

  • Assess organizational opportunities and risksĀ 

  • Conduct analysis supporting key decisionsĀ 

  • Drive special projects on behalf of theĀ CTOĀ 

  • Support interactions with the CEO and executive teamĀ 

Compensation Range:

$195,000.00-$255,000.00

Placement in the salary range will be decided upon completion of the interview process. Salary determination will be determined based on factors including but not limited to relevant experience, demonstrated skills related to the requirements of the role, education, certifications, and geographic location.
