JOB SUMMARY:


The General Manager, Parking Operations oversees the strategic planning, day-to-day operations, and business growth of parking facilities across Washington DC and Virginia. This role combines hands-on operational leadership with a proactive business development mandate — identifying and pursuing new contract opportunities, building relationships with property owners and municipal stakeholders, and expanding the company’s footprint in one of the nation’s most dynamic and complex urban markets. The General Manager leads site-level teams, ensures regulatory compliance across DC and Virginia jurisdictions, and delivers exceptional customer and client experiences.


QUALIFICATIONS:

Education

  • Bachelor’s degree in Business Administration, Real Estate, Hospitality Management, Transportation, or a related field preferred.
  • Equivalent combination of education and experience will be considered.

Experience

  • 5+ years of progressively responsible experience in parking operations, property management, or facilities management.
  • 2+ years of multi-site or regional management experience strongly preferred.
  • Demonstrated business development or sales experience, including proposal writing, client presentations, and contract negotiation.
  • Demonstrated experience managing budgets of $1M or greater and teams of 10+ employees.
  • Demonstrated exceptional customer service in a hospitality focused environment such as hotel or event venues.
  • Prior experience operating in Washington DC and/or Northern Virginia markets, with familiarity of local government and commercial real estate stakeholders, is highly preferred.

Skills & Competencies

  • Strong leadership, communication, and interpersonal skills with the ability to influence clients, partners, and internal stakeholders.
  • Proficient in parking management systems (e.g., PARCS, ParkMobile, T2, Passport) and Microsoft Office Suite.
  • Solid financial acumen with experience in budgeting, P&L management, pro forma development, and financial reporting.
  • Excellent organizational and time management skills; ability to manage multiple priorities across geographic locations.
  • Entrepreneurial mindset with a track record of identifying and converting new business opportunities.
  • Problem-solving mindset with a focus on customer experience and continuous improvement.
  • Valid driver’s license with clean driving record required.

 

Preferred Certifications

  • Certified Parking Professional (CPP) — International Parking & Mobility Institute (IPMI)
  • Certified Administrator of Public Parking (CAPP)
  • PMP or other project management certification
  • LEED AP or familiarity with sustainable parking/mobility programs (particularly relevant to DC Green Building Act compliance)

Physical & Work Environment

This position requires frequent travel throughout the Washington DC and Virginia region, including outdoor site visits in varying weather conditions. The role involves extended periods of walking, standing, and driving in urban and suburban environments. Occasional evening and weekend availability is required to support events, prospecting activities, and operational needs. Familiarity with navigating DC’s complex permitting environment and multi-jurisdictional regulations is essential.


ESSENTIAL JOB FUNCTIONS:

Operations Management

  • Oversee daily operations across all parking facilities in the DC/Virginia region, including surface lots, structured garages, valet programs, and government/municipal contracts.
  • Conduct regular site visits to evaluate operational performance, enforce standards, and identify opportunities for improvement.
  • Implement and monitor operational policies, procedures, and safety protocols in alignment with company standards and applicable DC and Virginia regulations.
  • Coordinate preventative maintenance schedules and capital improvement projects with facility and maintenance teams.
  • Manage parking technology platforms including access control systems, pay stations, LPR, and parking management software.
  • Ensure compliance with DC Department of Public Works, DDOT, and Virginia DMV regulations as applicable to parking operations.

Business Development

  • Identify, pursue, and close new parking management contracts across commercial real estate, hospitality, healthcare, government, and mixed-use sectors in DC and Virginia.
  • Develop and present customized proposals, RFP responses, and financial pro formas to prospective clients and property owners.
  • Build and maintain a robust pipeline of prospects through networking, cold outreach, industry events, and referral relationships.
  • Partner with the VP of Operations and executive team to set regional growth targets and develop market entry strategies.
  • Negotiate contract terms for new and renewed agreements, balancing revenue objectives with client satisfaction.
  • Represent the company at local business associations, real estate forums, BID meetings, and industry conferences (e.g., IPMI, ULI, BOMA DC).
  • Conduct competitive market analysis and pricing benchmarking to position the company’s offerings effectively across DC and Northern Virginia submarkets.
  • Collaborate with marketing on case studies, pitch materials, and regional brand positioning.

Financial Performance

  • Develop and manage regional budgets, forecasts, and P&L statements; deliver monthly variance analysis and corrective action plans.
  • Drive revenue growth through dynamic pricing strategies, utilization analysis, and upsell programs such as monthly permit and event parking.
  • Track and report on business development pipeline metrics, win/loss rates, and new contract revenue targets.
  • Review and approve site-level payroll, vendor invoices, and operating expenditures within authorized limits.
  • Monitor KPIs including occupancy rates, revenue per space, customer satisfaction scores, and staff productivity.

Team Leadership & Development

  • Recruit, hire, train, and develop Site Managers and frontline parking staff across the region.
  • Establish and foster a culture of hospitality that reflects the highest of standards across operations to include staff appearance, guest engagement and aesthetics of the parking operation.
  • Conduct performance evaluations, deliver coaching, and manage disciplinary processes in partnership with HR.
  • Foster a culture of accountability, safety, and outstanding customer service throughout all regional locations.
  • Facilitate regular team meetings, training programs, and communications to align staff with regional and company goals.

Client & Stakeholder Relations

  • Serve as the primary point of contact for property owners, developers, HOAs, municipalities, and event organizers across DC and Virginia.
  • Prepare and present operational reports, renewal proposals, and performance summaries to clients.
  • Build long-term client relationships that support contract renewals and referral-based growth.
  • Resolve escalated customer and client complaints with professionalism and urgency.

Compliance & Risk Management

  • Ensure all facilities operate in full compliance with DC Municipal Regulations, Virginia Code, ADA requirements, and company liability standards.
  • Navigate the regulatory environments across DC and Virginia jurisdictions, including zoning, permitting, and signage requirements.
  • Oversee incident reporting, insurance claim coordination, and OSHA/safety compliance for the region.
  • Maintain required permits, business licenses, and certifications for each facility location.
