JOB SUMMARY

Under general supervision, this position is responsible for the management of all aspects of roadway capital improvements from inception to completion. This responsibility includes evaluating construction proposals, reviewing plans, and coordinating project phases, including design, right of way acquisition, utility relocation and construction. This position is responsible for administering contracts, processing estimates, and minimizing contract modifications while ensuring all projects are compliant with City standards and legal requirements. This position requires knowledge in civil engineering principles to successfully deliver capital roadway projects and solutions.

ESSENTIAL JOB FUNCTIONS:

• Manage assigned capital paving and drainage projects through design, right-of-way, utility, and construction phases.
• Evaluate proposals, review construction plans, coordinate and monitor plans and specifications related to paving and drainage projects including communication with appropriate parties to gain information needed to complete capital projects.
• Administer assigned projects from design to construction, including preparing detailed reports submitted to City Council; including but not limited to:
o Process contractor estimates.
o Process and minimize contract modifications and change orders.
• Help maintain records, files, computer models, and status reports of projects.


OTHER JOB FUNCTIONS:


• Provide information and technical assistance to other city departments, consultants, developers, citizens, other city employees and assistance for engineering related issues during the acquisition of property and utility relocation phases for paving and drainage projects.

MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
• Knowledge of office and administrative practices and procedures.
• Knowledge of modern principles and practice in civil engineering methods and design, material evaluation, construction, and maintenance of public works.
• Knowledge of surveying, drafting, design and inspection of public works projects.
• Knowledge of state and local ordinances pertaining to public works.
• Knowledge of principles and practices as applied in the various functional areas.
• Skill in applying engineering principles to problems and developing decisions to utilize city resources effectively.
• Skill in using PC Software including current Microsoft Office Suite of applications.
• Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
• Skill with organization and attention to detail.
• Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
• Ability to work independently under general instructions.
• Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
• Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
• Ability to prioritize deadlines and tasks.
• Ability to learn new systems and procedures quickly.
• Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
• Ability to understand mathematical calculations involving fractions, percentages, and decimals.
• Ability to work within a set schedule.
• Ability to work in both indoor and outdoor environments.
• Ability to operate a motorized vehicle.

Qualifying Education and Experience:
• Bachelor's degree in Civil Engineering or related science from an ABET-accredited program
• Ability to obtain a valid Engineer in Training (EIT) certificate issued by the Texas Board of Professional Engineers and Land Surveyors within 1 year of hire.
• A commitment to actively pursue professional engineering licensure through appropriate training and exams.
• Or an equivalent combination of education and experience.
• Possession of a valid Driver's License (Class C).


Preferred Education and Experience:
• Possession of a valid Engineer in Training (EIT) certificate issued by the Texas Board of Professional Engineers and Land Surveyors
