JRAD is seeking candidates for an International Treaties & Agreements SME supporting the Headquarters Air Force (HAF). This position is located in the NCR.


Position Summary

The International Treaties and Agreements SME provides expert-level guidance, analysis, and advisory support on U.S. obligations under key international arms control, nonproliferation, and disarmament treaties. This role requires demonstrated knowledge of major treaties—including New START, the Chemical Weapons Convention (CWC), and the Nuclear Nonproliferation Treaty (NPT) - as well as hands- on experience supporting treaty compliance, verification activities, and reporting requirements.

The SME will support senior Government stakeholders by interpreting treaty obligations, assessing compliance implications, preparing authoritative documentation, and ensuring accurate and timely reporting through systems such as the Arms Control Enterprise System (ACES). This position is critical to maintaining U.S. credibility, transparency, and compliance within the global arms control and nonproliferation framework.


Roles/Responsibilities:

  • Provide expert analysis and interpretation of international treaties, agreements, and protocols, including New START, CWC, NPT, and related arms control frameworks.
  • Advise Government leadership on compliance obligations, verification requirements, and treaty‑driven operational impacts.
  • Support the development of compliance strategies, implementation plans, and policy recommendations.
  • Prepare, review, and validate treaty‑mandated reports, notifications, and data submissions.
  • Utilize ACES and other reporting systems to ensure accurate, timely, and complete compliance documentation.
  • Coordinate with interagency partners to ensure consistency and alignment across reporting channels.
  • Provide technical and analytical support for treaty verification activities, including inspections, data exchanges, and confidence‑building measures.
  • Assist in preparing U.S. sites, personnel, and documentation for on‑site inspections or international engagements.
  • Analyze inspection outcomes and provide recommendations for corrective actions or process improvements.
  • Conduct research and analysis on emerging arms control issues, treaty modernization efforts, and global nonproliferation trends.
  • Develop briefings, white papers, and decision-support materials for senior leaders.
  • Engage with DoD, interagency, and international partners to support coordinated treaty implementation.
  • Ensure all treaty-related activities align with broader mission objectives and national security priorities.
  • Support risk assessments, compliance reviews, and internal audits related to treaty obligations.
  • Provide subject matter expertise to planning efforts, exercises, and strategic initiatives.


Required Skills and Education:

  • Demonstrated knowledge and experience with major international treaties, including:
    • New START
    • Chemical Weapons Convention (CWC)
    • Nuclear Nonproliferation Treaty (NPT)
  • Hands-on experience supporting treaty compliance, verification, or implementation activities.
  • Experience using treaty reporting systems, including ACES (Arms Control Enterprise System).
  • Strong understanding of arms control policy, nonproliferation frameworks, and international security environments.
  • Ability to interpret complex treaty language and translate requirements into actionable guidance.
  • Excellent analytical, writing, and briefing skills.
  • Experience working with DoD, interagency partners, or international organizations.
  • Bachelor’s degree in international relations, political science, national security, or related field; advanced degree preferred.

  • TS with SCI eligibility
