Position Summary
SHR Consulting Group is seeking an Operations Manager to run daily operations across the DISA J-9 Hosting and Compute (HAC) portfolio. This is a Key Personnel position and the operational center of gravity for the program. You will own incident response, troubleshooting escalation, monitoring, and initiative execution across infrastructure, storage, applications, and organizational messaging, coordinating daily with the On-Site Program Manager and Government leadership. This role suits an operations leader who is comfortable both directing a large technical staff and staying close enough to the technology to make sound restoration calls under pressure.
Key Responsibilities:
- Manage daily operations across the J-9 HAC portfolio, including infrastructure, storage and backup, mission applications, and organizational messaging service areas
- Own incident management and troubleshooting escalation, driving root cause identification, restoration, and corrective action to closure
- Direct 24x7x365 monitoring operations and ensure watch teams execute notification, escalation, and shift turnover procedures consistently
- Coordinate daily with the On-Site Program Manager and Government leadership on operational status, risks, and emerging issues
- Lead execution of operational initiatives and system transition activities, tracking milestones and dependencies against the Integrated Master Schedule
- Direct staff in developing, coordinating, and implementing DoD-specific IT policies, processes, and procedures, including Concept of Operations and Standard Operating Procedures
- Manage, develop, monitor, and report on client Service Level Agreements and Acceptable Quality Level performance standards
- Ensure Key Personnel positions remain staffed at or above 95% and that all personnel maintain required clearances, education, experience, and DoD 8140 certifications
- Ensure changes are processed through the enterprise change management framework and that configuration baselines remain accurate
- Notify Government leadership within established timelines when a system or service is degraded and provide status updates through resolution
- Support monthly In-Progress Reviews and executive briefings with operational metrics covering incidents, service requests, change requests, and SLA impact
- Drive continuous improvement across people, process, and technology, and maintain COOP readiness for mission essential systems
- Oversee onboarding, training, and validation of contractor staff on internal processes, and ensure timely completion of building pass, CAC, facility, and system access actions
Minimum Qualifications:
- Demonstrated ability and experience in daily operations and maintenance of large, complex IT projects and IT staff similar in size and scope to this order
- Experience directing staff in developing, coordinating, and implementing DoD-specific IT policies, processes, and procedures
- Experience managing, developing, monitoring, and reporting on client Service Level Agreements
- Knowledge of backend server and infrastructure environments, application management, storage networks, and networking infrastructures
- Demonstrated experience operating and maintaining large-scale deployments and upgrades of enterprise applications and large-scale virtual and physical Red Hat and Microsoft server environments
- Demonstrated experience in a DoD IT environment and in a large, complex IT environment
- Demonstrated experience with DoD IT security practices, policies, and directives, and understanding of DoD Joint Information Environment (JIE) initiatives
- Experience maintaining cyber compliance and supporting performance-based order requirements
- Demonstrated ability to conduct service interruption event management and troubleshooting
- Demonstrated ability for oral and written communication, including briefing Government leadership
- Knowledge of operating system environments similar in size and scope to this order
Education:
Bachelor of Science degree in Computer Engineering, Computer Information Systems, Telecommunications, or Management Information Systems; or seven (7) recent years of documented experience relevant to this key position.
Certification Requirements:
Must have equivalent professional experience and certification to Information Technology Infrastructure Library (ITIL) Foundation and Project Management Professional (PMP). DoD 8570.01-M / DoD 8140 certification required prior to start of order.
Security Clearance:
Active Secret clearance required at minimum; must be eligible to obtain and maintain TS/SCI. U.S. citizenship required.
Work Environment:
On-site at the Pentagon Reservation and Government facilities within the National Capital Region, which for this program includes the Mark Center, Crystal Gateway, the Taylor Building, Raven Rock Mountain Complex, Fort Detrick, Fort Belvoir, Fort McNair, Fort Myer, and Naval Support Group Mechanicsburg, PA. Limited unclassified telework may be authorized in writing by the COR on a case-by-case basis in support of COOP scenarios. Occasional CONUS travel may be required.
Location:Â Pentagon Reservation, Washington, DC (National Capital Region)
Schedule: Full-time, 8 hours x 5 days per week (Monday–Friday), with after-hours on-call responsibility
