OVERVIEW
iTech AG is seeking an experienced Program Director to provide strategic program leadership, hands-on contract support, technical writing, client relationship management, and account growth in support of our U.S. Census Bureau and broader Department of Commerce portfolio. This hands-on leadership role combines program and contract management with direct technical delivery. The Program Director will oversee assigned programs and contracts while also contributing directly to client deliverables as a Technical Writer. The role will also support continued account growth by strengthening client relationships, identifying emerging requirements and opportunities, and contributing to capture and proposal activities.
ROLES AND RESPONSIBILITIES
- Provide leadership and oversight for assigned Census Bureau and Department of Commerce programs, contracts, projects, and workstreams.
- Provide direct, hands-on contract support and serve as a Technical Writer, developing, reviewing, editing, and maintaining technical, operational, training, process, and program documentation.
- Work with Government stakeholders, subject matter experts, technical teams, and project personnel to translate complex information into clear, accurate, user-focused documentation.
- Develop and maintain technical documentation, SOPs, user guides, process documentation, training materials, manuals, job aids, presentations, reports, meeting materials, and other contract deliverables.
- Lead program planning, execution, monitoring, and control to ensure delivery within scope, schedule, budget, quality, and contractual requirements.
- Monitor contract performance, deliverables, milestones, staffing, financial performance, risks, issues, and client satisfaction.
- Oversee labor utilization, funding, forecasting, invoicing, subcontractor performance, and overall contract health.
- Manage document review cycles, incorporate stakeholder feedback, maintain version control, and support Government review and acceptance.
- Manage and mentor Project Managers, Task Leads, technical staff, and other delivery personnel.
- Serve as a senior iTech AG representative and trusted advisor to Census Bureau and Department of Commerce stakeholders.
- Build and maintain relationships with Government program leadership, CORs, Contracting Officers, technical stakeholders, and SMEs.
- Partner with iTech AG leadership, Growth, Capture, and Proposal teams to support continued expansion of the Census and Commerce account.
- Identify new, follow-on, recompete, and adjacent opportunities through client relationships and knowledge gained from contract execution.
- Contribute to account planning, opportunity qualification, capture, solution development, proposal writing, staffing strategies, win themes, differentiators, and oral presentations.
- Translate successful contract performance into past performance, case studies, reusable solutions, and new business opportunities.

MINIMUM QUALIFICATIONS
- 10+ years of progressive professional experience supporting federal government programs, projects, or contracts.
- 5+ years of program or senior project leadership experience with responsibility for delivery, client engagement, staffing, financial performance, and contract execution.
- Demonstrated hands-on technical writing experience within a federal government or similarly complex environment.
- Demonstrated ability to develop clear, concise, technically accurate documentation from complex source material and SME input.
- Experience managing federal contracts across scope, schedule, budget, staffing, quality, risk, and performance.
- Experience working directly with senior Government stakeholders and technical SMEs.
- Experience managing multiple projects, workstreams, deliverables, and priorities simultaneously.
- Experience managing contract financials, including budgets, forecasts, labor utilization, funding, and subcontractor performance.
- Experience leading multidisciplinary professional services teams.
- Demonstrated experience supporting federal business development, capture, proposal development, and/or account growth.
- Strong writing, editing, research, analytical, facilitation, presentation, and executive communication skills.
- Ability to operate effectively as both a strategic leader and hands-on individual contributor.

EDUCATION AND CERTIFICATIONS
- Bachelor's degree in Business Administration, Management, Communications, English, Information Technology, Technical Writing, or a related discipline required.
- Master's degree in a related discipline preferred.
- PMP certification preferred.
- Agile/Scrum, ITIL, technical writing, or other relevant professional certifications are desirable.
PREFERRED QUALIFICATIONS
- Prior experience supporting the U.S. Census Bureau and/or Department of Commerce.
- Experience providing both program leadership and hands-on technical delivery within the same federal account or portfolio.
- Strong technical-writing background with experience translating complex technical and operational information for multiple audiences.
- Experience with training development, technical documentation, business process documentation, IT modernization, data analytics, enterprise platforms, Agile delivery, and/or digital transformation.
- Experience managing FFP, T&M, and task-order-based federal contracts and supporting BPA, IDIQ, and GSA MAS environments.
- Demonstrated success contributing to federal account growth through opportunity identification, capture, proposal development, and expansion of existing work.
- Experience developing executive-level client relationships that have contributed to follow-on work or new business.
- Experience working with CORs, Contracting Officers, program leadership, and technical SMEs.
- Experience managing subcontractors and strategic teaming partners.
- Strong federal proposal-writing and solution-development experience.
SECURITY CLEARANCE
- Must be able to successfully complete required Department of Commerce/Census Bureau security and suitability processing, as applicable to assigned work.
- Must be able to maintain eligibility for access to Government facilities, systems, and information as required.
