About the Role:

Navaide is seeking a qualified Functional Project Manager to support DC P&R/B&E Division under a Financial Management Support Services contract. This is an on-site position based in the Pentagon area (Washington, DC / National Capital Region), and the candidate will occupy Government-provided workspaces at the Pentagon. This individual will be designated in writing to the Contracting Officer as the contract's Key Personnel Program Manager (PM), responsible for overall contract/task order performance, with full authority to act for the Contractor on all matters relating to the daily operation of the contract.

Key Responsibilities & Duties

Core Functions

• Serve as the designated, onsite Key Personnel Program Manager and single point of accountability to the Contracting Officer, COR, and TPOC, with full authority to act for the Contractor on all contract matters relating to daily operations.

• Provide management and oversight of all activities performed by Contractor personnel, including any subcontractors, to satisfy PWS requirements, effectively and efficiently managing project cost, schedule, and performance using integrated program management processes across all PWS tasks and activities.

• Provide contract management, transition planning, quality assurance, metrics management, project control, risk management, lessons learned, cost management, integration and configuration management, communications management (including telecommunications), and time management.

• Identify opportunities for potential cost savings — such as cross-trained personnel — to provide best value to the Government.

• Maintain a living Project Management Plan (PMP) defining roles, responsibilities, schedules, performance metrics, and risk mitigation strategies, updated to reflect evolving Government priorities.

• Orchestrate the operational battle rhythm across all task areas, including execution reviews, deliverable planning, issue prioritization, risk assessments, and quality reviews.

• Review all deliverables for quality and compliance with contract requirements (e.g., Technical Exhibit A) prior to Government submission.

• Maintain a centralized, version-controlled repository of contract correspondence, reports, metrics, and deliverables.

Financial Management Support

• Provide direct financial management (FM) tracking and analysis in support of Financial Execution Level Data Management, Analysis, and Reporting and Field-Level Execution Monitoring and Corrections.

• Lead variance analysis and support Mid-Year Review (MYR) preparation, coordinating data validation and leadership-ready briefing materials.

• Support automation initiatives that streamline recurring reconciliation, reporting, and quality-control processes.

• Maintain a living Risk Register covering key personnel, system access, and shifting Government priorities, reviewed weekly and briefed to the COR monthly.

Collaboration & Communication

• Serve as the primary liaison between Government stakeholders (Contracting Officer, COR, TPOC) and the contractor team.

• Lead weekly execution reviews and monthly COR meetings supported by the Monthly Status Report (MSR).

• Escalate any deliverable at risk of missing its due date to the COR at least 48 hours in advance with a corrective action plan.

Required Qualifications

• 10+ years of progressive experience supporting engagements in business consulting, process improvement, strategy, financial management, or a related field, including 4+ years of experience managing such efforts.

• Demonstrated ability to manage project cost, schedule, and performance using integrated program management processes.

• Proven ability to communicate clearly with Government leadership and manage cross-functional teams.

• Active DoD Secret clearance or the ability to obtain one.

• Local candidates required — must reside in the Pentagon / National Capital Region (NCR) area and be available onsite at the Pentagon 0800–1600 Eastern Time, Monday through Friday (excluding Federal holidays or facility closures).

Preferred Qualifications

• Certified Defense Financial Manager (CDFM) or DoD FM Certification Level III.

• Experience with DAI, PBIS, or War Data Platform (ADVANA) supporting Marine Corps or DON financial execution.

• Experience with process automation or business process improvement in a Federal financial management environment.

• Prior Marine Corps service in a financial management MOS or billet, or equivalent DoD civilian/contractor background.

Education

• Undergraduate degree required, relevant major/concentration

• Data Analytics and SQL certifications required; CDFM or DoD FM Level III a plus
