This position is contingent on award of contract. This position will be able to work remotely but does need to be domiciled in the Roanoke, VA commuting area and available for frequent on-site meetings with US Forest Service staff.

The GWJ Senior Program Manager provides senior level program and project management support to the US Forest Service George Washington and Jefferson (GWJ) National Forest. Duties include the development, execution, and management of a PMO to support the GWJ National Forest’s recovery efforts related to Hurricane Helene. The GWJ Senior Program Manager is responsible for managing project staff and ensuring that quality project deliverables are completed including Project Planning Dashboards, Project Management Training to FS personnel, Coordination or Project Briefing Meetings, ESRI GIS Products, Partner Coordination, and other Program / Project Management duties as assigned. 

A Project Management Institute (PMI), Project Management Professional (PMP) certification is required for this position. Experience working with this US Forest Service, or other federal agencies involved in disaster recovery support efforts is preferred. Experience with ESRI products is preferred. 

The Senior-Level Program Manager will lead an adaptable team that can match the scale and complexity of the work required contingent on the final development of all agreements and contracts which are expected.  

  • Establish, implement and maintain a comprehensive Program Management Organization (PMO) for dedicated support to GWJ disaster recovery. 
  • Develop, establish and facilitate a schedule of internal coordination and external partner coordination meetings needed to manage all planned disaster recovery work. 
  • Establish and maintain a PMO dashboard. 
  • Provide overall management functions to staff supporting data management services, development of a comprehensive disaster recovery geodatabase, or geodatabases, and/or maintenance of existing databases. 
  • Provide overall support for the development and management of financial instruments (contracts, agreements, etc.). 
  • Provide training for GWJ employees in project management. 
  • Establish, organize, and implement a common operating framework for the Virginia Disaster Recovery Partnership (VDRP). 
  • Other PM duties as assigned. 

Education

  • A minimum of a bachelor’s degree. Natural Resources or Business preferred. 

Experience

  • Ten years of experience in Program and Project Management. Experience with US Forest Service or other federal land management agencies preferred. 
  • Preferred experience with interpretation and implementation of policy related to Forest Service land management planning.
  • Experience with disaster recovery efforts preferred. 

License, Cert or Registration

  • Project Management Institute PMP required. 
  • Proof of U.S. citizenship or authorization to work in the U.S.

Special knowledge, skills, & abilities

  • Experience managing a team to support project objectives.
  • Experience with ESRI products preferred. 
  • Must possess a good command of the English language. 
  • Must have effective communication and interpersonal skills. Must have the ability to speak effectively before groups of customers or employees of the organization. 
  • Must possess problem solving skills and critical thinking. 
  • To perform this job successfully, the individual should have fluency with computers and be familiar with a wide range of software and general office equipment.
