Leidos is seeking a talented and experienced Cyber Deputy Program Manager (DPM) to join our team to support a federal customer within CISA. The DPM supports the PM in the execution of a contract which encompasses monitoring of CISA networks both internally and as a service to subscribers.

Primary Responsibilities

  • Work with the Program Manager (PM) to establish vision and direction for customer’s cyber resources and operations, cyber workforce planning, monitoring technical security risks for area of responsibility, and establishing and enforcing policies and protocols that protect the customer's digital assets. 
  • Responsible for financial, technical, administrative, contractual, and personnel aspects of the contract
  • Act as PM in the PM’s absence
  • Identify, assess, and resolve complex business problems/issue/risks and facilitate issue resolution and risk mitigation
  • Ensure that all work on this contract complies with the contract terms and conditions and is approved/coordinated with senior corporate managers
  • Ensure contractor back office support to properly process invoicing and personnel security clearance requirements
  • Establish and maintain necessary controls, management oversight, documentation, reporting, customer support, and notification functions as well as ensuring that required tasks stay on track, milestones are met, and contracted deliverables are delivered on time.
  • Manage contractor personnel issues and performance, including sub-contractor performance
  • Liaise with sub-contractor representatives regarding open positions, new requirements, candidate tracking, pipeline, performance and recognition, and other issues
  • Lead, direct, and review the work of a large and diverse team of cyber technical and PMO professionals who exercise latitude and independence in their assignments.
  • Lead the Project Management Office (PMO), which includes a robust Knowledge Management capability
  • Manage the hiring/onboarding/offboarding process for all contractor and sub-contractor personnel and keep personnel record system up-to-date
  • Coordinate with multiple technical and operational teams to achieve program objectives
  • Help prepare budget estimates for additional services requested by the customer
  • Analyze risks and opportunities and make informed recommendations to the customer

Basic Qualifications

  • Bachelor’s degree in IT, Cyber, Computer Science, Computer Engineering, or other relevant field, and 12-15 years prior relevant experience.  Additional years of experience or training, including military, may be considered in lieu of degree
  • PMI PMP certification
  • Strong experience with Service Now
  • Demonstrated capabilities to analyze highly complex cybersecurity and network issues, recommend plans of action for contractor and government staff, and manage contractor teams supporting resolution of these issues
  • Demonstrated ability to influence others outside of own area on policies, practices and procedures.
  • Excellent communication skills (written and oral) required, including substantial experience briefing senior customer/stakeholder management
  • Experience mentoring staff in order to maintain high levels of performance and positive morale
  • Candidate selected will be subject to a Government TS/SCI security investigation and must meet eligibility requirements for access to the customer’s information. US Citizenship is required. 
  • Five+ years experience managing medium/large projects/programs and leading highly technical teams
  • Superior ability to prioritize and manage multiple tasks concurrently
  • Ability to work in a fast-paced, collaborative environment
  • Candidates are required to obtain a CISA Entry on Duty (EOD) approval to support this program.

Preferred Qualifications

  • Master’s Degree in Engineering, IT, Computer Science, Information Systems, or other relevant field
  • ITIL v4 Foundation or higher ITIL certification
  • Experience supporting/managing programs conducting cybersecurity operations and/or engineering
  • Prior experience supporting a federal customer program or projects, especially DOD or CISA
