We are seeking a detail-oriented and self-motivated individual to join our team as a Legal Specialist. In this role, you will support our entire office, including our contracts team and litigation team, while also being responsible for a variety of administrative tasks. Essential Job Functions

  • Greets those contacting or visiting the City attorney’s office.

  • Serves as a resource for employees and citizens; responds to a variety of questions and requests for information, directs inquiries as appropriate.

  • Performs office management duties such as receiving and distributing mail; monitors office equipment (e.g., printers, staplers, etc.); orders and properly stocks office supplies; arranges for office equipment maintenance as needed.

  • Maintains paper and electronic filing systems, transmits files to the archives facility, and maintains a database of all archived files to ensure ready and easy access to content.

  • Utilizes advanced computer skills to prepare correspondence, presentations, reports, spreadsheets, charts, tables, graphs, and forms for performance tracking and other purposes.

  • Gathers, assembles, drafts, creates, proofreads, produces for dissemination, and reviews a wide variety of documents relating to the specialist's work system, including letters, memoranda, real estate documents, presentations, police reports, criminal histories, drivers’ histories, and victim impact statements, to assist in the prosecution of traffic and criminal ordinance violations.

  • Monitors the Court’s electronic calendar for hearings and trial settings and maintains the calendars of assigned staff attorneys, scheduling meetings, setting reminders, and taking necessary action to comply with or facilitate scheduled matters.

  • Participates in client departments or work systems meetings on an as-needed basis.

  • Works collaboratively and effectively with employees of other City departments and work systems to ensure successful outcomes of City projects or initiatives that have a legal component.

  • Works as a liaison between staff attorneys and external parties as needed.

  • Exercises discretion and maintains a high level of confidentiality.

  • Uses appropriate levels of initiative and judgment to make decisions within the scope of assigned authority.

  • Facilitates the work of attorneys providing services to the City Council, Planning Commission, Board of Adjustment, Liquor Authority, Building Code Advisory Committee, etc.

  • Reviews finance, code enforcement, and other City records, and drafts statements of lien and lien releases; maintains lien databases to manage and monitor incoming and outgoing documents.

  • Prepares and edits confidential and sensitive legal documents including letters and memoranda from general direction provided by an attorney, standard formats, or rough drafts; proofreads documents and provides internal feedback and recommendations.

  • Conducts miscellaneous internet or other research to facilitate legal projects and initiatives, including searches of the Arvada City Code, City policies, and procedures, and the codes, policies, and procedures of other jurisdictions.

  • Assists in processing CORA requests by identifying and redacting PII, and by identifying attorney-client privileged correspondence and records.

  • Coordinates contract-related activities for the assigned City department or work system, ensuring timely progression from solicitation through monitoring.

  • Reviews bid, proposal, and contract documents for accuracy, completeness, and compliance with established processes, and assembles required exhibits and supporting materials.

  • Prepares routine contract drafts from approved templates or under direction of staff attorneys and secures necessary approvals and signatures.

  • Administers the City’s contract management database, maintaining and archiving contract documentation, and tracking terms, renewals, amendments, and extensions.

  • Advises City personnel on contract procedures, status updates, and best practices, and compiles contract data and reports as directed by staff attorneys.

  • Coordinates all administrative matters related to the prosecution function.

  • Responds to discovery requests; gathers and produces discovery materials; documents the production of discovery.

  • Ensures prosecution and Court files are complete.

  • Prepares subpoenas and motions and monitors compliance with Court orders and related judicial requirements.

  • Serves as a liaison between prosecutors and the public, the Court, police, victims, and employees of other City departments and work systems to answer questions and streamline work processes and procedures.

  • Facilitates the prompt completion of legal tasks associated with prosecution of cases before the Municipal Court.

  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.

  • Participates in special projects as requested and assigned by staff attorneys.

  • Documents personal-business related expenditures.

  • Performs other duties as assigned.


Knowledge Skills and Abilities

  • Task-oriented; skilled at managing multiple tasks while assisting a variety of internal and external customers.

  • Ability to perform notarial services.

  • Understanding of municipal accounting, financial, and budgeting principles and systems.

  • Demonstrated organizational and time management skills.

  • Demonstrated attention to detail; refined ability to spot errors and inconsistencies.

  • Highly developed ability to perform sophisticated administrative tasks including word processing, scanning, data entry, data publishing, and creating and utilizing spreadsheets.

  • Seeks process or procedure improvements in ways that benefit the office and the organization.

  • Ability to cross-train in other office administrative positions to perform as a back-up when needed.

  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.


License & Certification

  • State of Colorado notary public certificate or ability to obtain within 30 days.

  • A valid Colorado driver’s license and acceptable driving record is preferred.

  • High School/GED

Work Experience Related

  • Three (3) or more years of progressively responsible work as a legal assistant.


Work Experience Preferred

  • Associate’s degree.

  • Experience in a governmental law practice.


Other Qualifications

  • Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.

  • Must pass a criminal background check and a driving record check, if required by the position.


Physical Demands

  • Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.


Hazards

  • Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident.


Work Environment

  • Exposure to routine office noise and equipment.

The City of Arvada does not offer benefits to temporary and/or seasonal employees.  Temporary, Variable Hour and Health Plan Eligible employees will earn 1 hour of sick leave for every 30 hours worked, up to a maximum cap of 48 hours.
