Job Summary

We are seeking an experienced Instrumentation & Controls (I&C) Group Lead to provide technical leadership, team management, client service, and business development for our water and wastewater practice. This individual will lead a team of engineers, programmers, and technical staff while overseeing the successful delivery of instrumentation, control, SCADA, and systems integration projects.

The I&C Group Lead will be responsible for growing the group through strong client relationships, pursuit of new opportunities, development of project and service offerings, and collaboration with other disciplines and company leadership. The successful candidate will combine deep technical expertise with proven leadership, project management, and business development capabilities.

Responsibilities & Qualifications

Key Responsibilities

Technical Leadership and Project Delivery

  • Lead the design and implementation of instrumentation and control systems for water and wastewater treatment plants, pump stations, lift stations, and related facilities.
  • Provide technical direction, quality control, and oversight for I&C design, programming, integration, and construction-phase services.
  • Oversee the preparation of plans, specifications, control narratives, instrumentation schedules, P&IDs, network diagrams, and opinions of probable construction cost.
  • Provide programming and integration services for control system modifications and upgrades, including:
    • Adding control points to existing SCADA systems.
    • Modifying existing SCADA programming and HMI systems.
    • Developing complete station programming for process control facilities.
    • Integrating PLC, HMI, SCADA, telemetry, and communications systems.
  • Lead troubleshooting efforts related to instrumentation, controls, communications, and process equipment.
  • Oversee and participate in factory acceptance testing, field testing, commissioning, startup, and troubleshooting of process control systems.
  • Provide office services during construction, including submittal reviews, responses to requests for information, change evaluation, site observations, and coordination with contractors and clients.
  • Perform and oversee field data collection, existing-system evaluations, condition assessments, feasibility studies, and other technical investigations.
  • Conduct client training sessions and support operational transition activities.
  • Establish and maintain technical standards, design procedures, specifications, templates, and best practices for the I&C Group.
  • Support project teams in resolving complex technical issues and ensure deliverables meet applicable codes, standards, client requirements, schedules, and budgets.

Team Leadership and Staff Development

  • Lead, manage, and mentor the I&C team, including engineers, designers, programmers, and technicians.
  • Assign staff and coordinate resources across projects based on technical needs, workload, schedules, and professional development goals.
  • Establish performance expectations and provide coaching, feedback, and career development opportunities.
  • Participate in recruiting, interviewing, onboarding, and retention of I&C personnel.
  • Promote collaboration between the I&C Group and other engineering disciplines.
  • Build a culture focused on technical excellence, accountability, innovation, safety, and client service.
  • Review and approve technical work products and provide quality assurance and quality control oversight.
  • Develop and maintain staffing plans, workload forecasts, and succession plans for the group.

Business Development and Group Growth

  • Develop and implement a business development strategy for expanding the I&C Group’s presence in the water and wastewater market.
  • Cultivate and maintain relationships with existing and prospective municipal, industrial, and private-sector clients.
  • Identify, evaluate, and pursue new project opportunities, contracts, and strategic partnerships.
  • Lead or support proposals, statements of qualifications, interviews, presentations, and client pursuits.
  • Develop scopes of work, fee estimates, project approaches, and staffing plans for I&C services.
  • Coordinate with company leadership and other practice groups to identify cross-selling and integrated project opportunities.
  • Represent the company at industry conferences, professional organizations, client meetings, and networking events.
  • Monitor market trends, emerging technologies, competitor activity, and client needs to identify opportunities for service-line growth.
  • Establish and track business development goals, backlog, utilization, revenue, and profitability for the I&C Group.
  • Help expand the group’s capabilities and service offerings in SCADA, PLC programming, industrial communications, cybersecurity, telemetry, instrumentation, and systems integration.

Education

  • Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Controls Engineering, or a related field is required.
  • Master’s degree in Controls Engineering, Controls Theory, Electrical Engineering, or a related discipline is preferred.

Experience

  • Minimum of 10–15 years of relevant experience in industrial engineering consulting, water and wastewater engineering, controls integration, or related design and construction services.
  • Demonstrated experience leading multidisciplinary project teams and managing technical staff.
  • Significant experience with water and wastewater treatment facilities, pump stations, lift stations, or other process-control environments is preferred.
  • Demonstrated experience with project delivery, client management, proposal development, and business development.
  • Proven ability to develop new client relationships, expand existing accounts, and contribute to revenue and backlog growth.
  • Experience managing project budgets, schedules, scopes, and staff resources is preferred.

Certifications and Licenses

  • Professional Engineer license is required.
  • Ability to obtain licensure in additional states, as needed, is preferred.
