Goldbelt Integrated Logistics Services (GbILS) provides four specific areas of expertise—Logistics Engineering, Measurement Sciences, Program Management, and Technical Support—serving the scientific, technical, and engineering needs of clients. Summary:

We seek a Program Analyst II to work with the Centers for Disease Control and Prevention (CDC) in Atlanta, GA. The successful candidate will be placed as a GbILS contractor at a CDC facility.  CDC is the nation’s premier health promotion, prevention, and preparedness agency.  The Program Analyst II will report to GbILS senior leadership and be responsible division travel and Office of Management and Operations.  This position will work full time on the client site at the CDC Chamblee Campus.


Responsibilities

Essential Job Functions:

The Program Analyst as part of the Administrative Services Unit (ASU) will provide travel support services in accordance with applicable Federal (Civilian) and Joint (Commissioned officer) travel regulations and applicable HHS and CDC travel, conference or training related policies and procedures. Staff will be required to utilize CDC CONCUR Government Edition travel system (CONCUR), the Integrated Conference Approval Portal (ICAP) and DNPAO and DHDSP SharePoint Travel projection and tracking tool.

  • Provide guidance, direction and training to Contractor personnel that provide travel support services.
  • Develop quality control systems to identify, track, report and communicate issues.
  • Serve as a liaison to and provide direct support to the ASU in reviewing submissions and improving the quality, accuracy, and timeliness of all travel and ICAP requirements.
  • Conduct quality control reviews of travel order and vouchers prior to CDC approval.
  • Assist with annual travel planning, including cost estimate data verifications.
  • Provide travel requirements and systems expertise. Answer questions and troubleshoot challenges as they arise.
  • Review and manage data in the DNPAO and DHDSP SharePoint tool and provide system improvement suggestions as identified.
  • Attend CDC Travel Office and/or Federal Agency Travel Administrator (FATA) trainings and disseminate information. The government will bear any cost of this training.
  • Facilitate information sharing venues at least quarterly, to share travel policy, procedural or system changes or other relevant updates.
  • Develop and provide monthly travel tips.
  • Provide back-up support as necessary for emergency or other unplanned or urgent travel requirements.
  • Conduct quarterly reviews of unliquidated travel obligations.
  • Conduct weekly reviews of travel, training and conference reports and provide findings to the COR.
  • Manage the operations tracker email system to record incoming requests from branches and/or OD and provide weekly reports for operations meetings with branches.
  • Manage the operations calendar to post ASU, contracts, grants and other timelines and deadlines to keep branch managers updated on operational requirements.
  • Manage meeting/conference logistics and gather, prepare, organize, and distribute materials as needed for local and out of state events.
  • Update DNPAO and DHDSP SharePoint Calendar/ Org Chart.
  • Serves as a back up to the branch Executive Assistants as needed by performing tasks listed under Task 3 as assigned by the Program Manager.

Qualifications

Necessary Skills and Knowledge:

  • Advanced skills in Microsoft Office programs (Word, Excel, PowerPoint, Teams) routinely used to perform tasks
  • Should have or rapidly gain knowledge on CDC specific policies, procedures and/or systems that are applicable to the work within this task, including, but not limited to:
    • Section 508, Plain Language, eClearance, use of CDC logo, the CDC style guide,
    • TASNET (Time and Attendance system)
    • CONCUR Government Edition travel system
    • Integrated Conference Approval Portal (ICAP)
    • SharePoint Travel projection and tracking tool
    • Managing Accounting Credit Card System (MACCs 1350)
    • Non U.S. Citizen Access System (NCAMS), etc.

Minimum Qualifications:

  • Bachelor’s degree is desired, but not required.
  • Minimum 5 years’ experience in federal domestic administrative or travel policies and procedures.
  • Minimum 2 years’ experience with CONCUR Government Edition system required.
  • Experience in international travel policies and procedures.
  • Experience interacting with Federal Agency Travel Administrators (FATA).
  • Experience training others in systems, policies and/or procedures.
  • Knowledge of Federal Travel Regulations.
  • A working knowledge of government administrative or conference policies and systems.

Preferred Qualifications:

  • Any related certifications.
