Job Purpose
The Vice President, Insurance Portfolio Manager is a senior, hands‑on investment professional within the Insurance Portfolio Management (IPM) team, responsible for the construction, oversight, and ongoing management of customized insurance company portfolios. The role sits at the center of the investment process, translating insurance client objectives, balance‑sheet constraints, and regulatory considerations into executable portfolio strategies across public and private fixed income markets.
This position is intended for a seasoned professional who can independently manage complex mandates, exercise sound judgment across market cycles, and serve as a trusted partner to insurance clients and internal stakeholders. The role requires deep fixed income market expertise, a strong understanding of insurance accounting and capital frameworks, and the ability to coordinate investment activity across multiple asset sectors.
Key Responsibilities
Portfolio Construction & Management
Lead the design, implementation, and ongoing management of multi‑sector fixed income portfolios for life and P&C insurance clients, aligning investment strategy with liability profiles, capital objectives, liquidity needs, and risk tolerances.
Translate client investment guidelines, ALM targets, and regulatory constraints into actionable portfolio construction decisions, including sector allocation, structure selection, and risk positioning.
Oversee portfolio rebalancing, cash deployment, turnover management, and trade prioritization in coordination with trading desks and sector specialists.
Evaluate relative value across public and private asset classes, structures, and issuers, incorporating spread, capital efficiency, liquidity, and downside risk considerations.
Insurance‑Specific Expertise & Risk Oversight
Apply deep knowledge of insurance regulatory frameworks, including NAIC RBC, statutory accounting (SAP), and U.S. GAAP, to inform portfolio decisions and client discussions.
Partner with internal risk, capital, accounting, tax, and legal teams to ensure portfolios are constructed and managed in a manner consistent with insurance balance‑sheet objectives.
Monitor portfolios for guideline compliance, concentration limits, capital usage, and emerging risks; proactively identify and recommend corrective actions as needed.
Contribute to the development and refinement of portfolio surveillance tools, analytics, and reporting used across insurance mandates.
Client & Stakeholder Engagement
Serve as a primary point of contact for assigned insurance clients, building credibility through clear communication, technical expertise, and consistent execution.
Prepare and deliver high‑quality client materials, including investment reviews, portfolio commentary, ad hoc analyses, and responses to client inquiries.
Participate in client meetings, investment committee discussions, and due diligence sessions, articulating portfolio positioning, performance drivers, and risk considerations.
Support new business efforts by contributing to RFPs, pitch materials, and the design of proposed insurance investment solutions.
Cross‑Functional Leadership & Process Improvement
Coordinate investment activity across multiple asset sector teams, ensuring alignment with portfolio objectives and timely execution.
Act as a senior escalation point for operational, data, or reporting issues, working closely with middle office, data integrity, and compliance teams to resolve issues efficiently.
Mentor and provide day‑to‑day guidance to analysts and junior portfolio managers, promoting strong analytical rigor and professional development.
Identify opportunities to enhance portfolio construction processes, analytics, and automation to improve scalability, accuracy, and client outcomes.
Qualifications & Experience
Bachelor’s degree in Finance, Economics, Accounting, Mathematics, Engineering, or a related quantitative discipline required.
Minimum of 7 years of relevant experience in fixed income portfolio management, with direct experience managing insurance company general account portfolios strongly preferred; high‑quality institutional asset management experience considered.
Demonstrated expertise across public and private fixed income markets, including corporate credit, securitized products, private placements, and structured investments.
Strong working knowledge of insurance investment frameworks, including NAIC RBC, statutory and GAAP accounting, and asset‑liability management principles.
CFA designation strongly preferred.
Proven ability to independently manage complex portfolios, exercise sound investment judgment, and operate effectively in a dynamic market environment.
Excellent analytical, problem‑solving, and quantitative skills, with the ability to synthesize complex information into clear, actionable insights.
Strong written and verbal communication skills, with experience presenting to senior stakeholders and insurance clients.
Collaborative mindset with the ability to coordinate across investment, risk, operations, and client teams.
High degree of professionalism, accountability, and attention to detail, with a client‑focused orientation.

Compensation Pay Disclosure:
Voya is committed to pay that’s fair and equitable, which means comparable pay for comparable roles and responsibilities.
The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting.
Actual compensation offered may vary from the posted salary range based upon the candidate’s geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
