Position Overview
The Buyer / Supply Chain Specialist – Munro Defense plays a critical role in managing subcontract administration, supplier sourcing, and procurement activities supporting engineering and capital-technology projects. This position works closely with Program and Project Managers to ensure subcontractor performance aligns with project scope, schedule, budget, and contractual requirements.
The role oversees subcontractor identification and qualification, procurement of equipment and materials, and coordination of installation services from proposal through project execution. For government-funded projects, the Buyer must ensure compliance with applicable regulations, including Federal Acquisition Regulations (FAR), while maintaining strong relationships with subcontractors, suppliers, and defense industry clients.
Key Responsibilities
- Manage buyer and supply chain activities required for projects across the full project lifecycle.
- Identify, evaluate, and qualify subcontractors and suppliers to support engineering and facilities projects.
- Support procurement activities including subcontract administration, equipment and material sourcing, and installation services.
- Collaborate with Program and Project Managers to ensure subcontract scopes align with project objectives, schedules, and budgets.
- Participate in scope alignment, change order management, and risk management activities associated with subcontracted work.
- Monitor subcontractor performance and compliance with contractual requirements including Statements of Work, service agreements, and amendments.
- Document subcontract compliance or quality issues through formal communication and coordinate with Legal as required.
- Review and coordinate subcontractor invoicing and payment approvals tied to purchase order milestones.
- Negotiate subcontract terms while maintaining quality standards and minimizing project risk.
- Track and report key procurement and supply chain performance metrics on a monthly basis.
- Proactively engage internal stakeholders regarding subcontractor performance, cost, risk, and schedule matters.
- Partner with Program and Project Management teams to evaluate subcontractor performance and resolve issues.
- Identify opportunities to improve buyer and supply chain processes to increase efficiency and operational discipline.
Qualifications
Required
- 6+ years of experience in procurement, subcontract administration, or supply chain management.
- Strong negotiation and contract management skills.
- Knowledge of relevant procurement regulations, laws, and industry standards.
- Experience with procurement software and supply chain management tools.
- Must qualify as a U.S. Person in compliance with U.S. export control laws and regulations (U.S. citizen, U.S. permanent resident, or an individual with protected status under U.S. asylum or refugee status).
Preferred
- Bachelor’s degree in Business, Supply Chain Management, or related field.
- Master’s in Business Administration or related discipline preferred.
- Experience with enterprise tools such as SAP, Oracle, Smartsheet, SharePoint, or Salesforce.
- Experience supporting government or defense-related projects.
