Position Overview & Key Responsibilities

As we expand our footprint across the Department of Defense (DoD) and prime contractor pursuits, we are strengthening our growth engine and seeking a strategic proposal professional who can directly influence revenue, sharpen our competitive positioning, and help convert qualified pipeline into contract wins.

This role sits at the center of our growth strategy. The successful candidate will not only develop compelling, compliant, and persuasive proposals, but also drive execution across the full proposal lifecycle. You will coordinate cross-functional teams, enforce disciplined processes, and ensure on-time delivery aligned with capture strategies and win themes.

The ideal candidate brings deep familiarity with DoD procurement processes, FAR/DFARS compliance requirements, and federal contract structures including FFP, CPFF, T&M, IDIQ, and OTA. You thrive in high-stakes, deadline-driven environments and understand how to translate technical and operational strengths into clear, customer-aligned value propositions.

This is a highly visible role with direct impact on company growth and long-term strategic positioning in the federal market.

 

Key Responsibilities

Proposal Leadership & Compliance

  • Lead RFP compliance reviews, including Instructions to Offerors and Section L & M analysis
  • Analyze SOW/PWS requirements and translate them into structured, compliant content
  • Develop and maintain compliance matrices
  • Ensure adherence to FAR, DFARS, and solicitation requirements

Technical & Pricing Integration

  • Write and edit technical, management, and past performance volumes
  • Translate complex technical approaches into clear, persuasive narratives
  • Assist in labor category validation, rate alignment, and Basis of Estimate (BOE) development
  • Coordinate subcontractor pricing and flow-down requirements

Execution & Delivery

  • Develop and manage proposal schedules and internal deadlines
  • Coordinate SMEs, pricing, contracts, security, and leadership inputs
  • Drive disciplined execution from kickoff through submission
  • Lead final quality control ('White Glove') review
  • Ensure on-time, compliant proposal delivery

Required Qualifications

  • Deep knowledge of FAR, DFARS, and DoD acquisition processes, including experience with non-FAR instruments such as Other Transaction Authority (OTA) agreements
  • Demonstrated expertise across federal contract types, including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Time & Materials (T&M), IDIQ/task order structures, and expenditure-based OTA agreements
  • Experience supporting both prime contractor and subcontractor pursuits
  • Proven ability to manage complex proposal timelines and coordinate cross-functional teams
  • Exceptional writing, editing, and organizational skills
  • Ability to obtain and maintain a U.S. security clearance
