JOB SUMMARY

Under general supervision, provides overall direction, administrative management, support services and direct supervision of the Muckleshoot Child Care Development Fund Enrollment and Administrative staff.  Work assignments are procedurally complex and require considerable expertise in the assigned function area.   Incumbents are considered a resource for information in their respective specialized operations and/or expertise.  Work is performed under minimal supervision and confidentiality is exercised.  Duties require a broad understanding and discretion in the interpretation and application of guidelines, policies and work methods. Works closely with CCDF Manager and ECE Division Director to ensure proper implementation of Tribal Council and Office of Child Care approved CCDF Preprint plan

MAJOR TASKS AND RESPONSIBILITIES

  • Provides necessary assistance to clients and/or tribal organizations with regard to appropriate and applicable policies, regulations, contracts and laws.
  • Inputs enrollment statistics into enrollment software and keeps updated.
  •  

  • Prepares and processes CCDF enrollment applications; maintains and conducts internal audits of CCDF enrollment files; coordinates information with other tribal programs when necessary.
  •  

  • Reviews CCDF enrollment applications to determine eligibility and child care fees. Prepares and sends denial enrollment letters based on program guidelines; presents eligible applications to program manager for review.
  •  

  • Set-up and conducts orientations and teaching staff.
  •  

  • Works closely with CCDF Manager and has a good understanding of the programs guidelines on enrollment, and submits enrollment reports as needed in a timely manner.
  •  

  • Develops, coordinates, and updates community assessments; maintains community support by working with community groups; prepares promotional materials, marketing information and public relations activities.
  •  

  • Exercises and maintains high level of confidentiality. Ability to handle difficult situations, under emergency conditions in a calm and professional manner.
  •  

  • Provides specialized and/or technical information that requires moderate interpretation of established policies, procedures and guidelines to internal and/or external customers. Some incumbents may have to deal with sensitive and/or potentially volatile situations.
  •  

  • Compiles data that may require information searches through files, contracts, records, or computer files.
  •  

  • Performs basic numerical calculations involving accounts payable, accounts receivable, cashiering, reconciliation of accounts, monitoring of routine expenditures, payroll and/or other applications.

  • Performs basic coding of financial, accounting and/or payroll information.
  •  

  • Establishes, maintains, modifies, retrieves and tracks financial accounts information using a variety of methods.
  • Enters, obtains and/or verifies financial accounting information following established methods and guidelines.
  • Conducts in-depth research and compiles data to update CCDF Pre-print with regard to any amendments made including, eligibility, definitions, sliding fees, etc.
  • Because of the Tribe’s commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.
  • EDUCATION - EXPERIENCE AND TRAINING FOR POSITION

    Required:  Associates of Art Degree or two-year college certification AND  Five (5) years of general office practice; five (5) years of administrative and/or supervisory/managerial experience.

     

    Preferred: Bachelor’s degree in related field.

     

    Special Requirements: Incumbent must pass a criminal background check, a drug screen and meet all health and immunization requirements required by federal, state or Tribal laws and regulations.

    SPECIFIC SKILLS/KNOWLEDGE/ABILITIES REQUIRED FOR POSITION

    Skilled in:

    • General office principles and practices.
    • Operation of standard office equipment.
    • Computer software applications relative to the position assignment.
    • Analysis and problem solving.
    • Oral and written communication.
    • Customer service, in person and on the telephone (discretion, patience, etiquette and professionalism).

     

    Knowledge of:

    • Basic accounting, mathematics and statistics.
    • Program specific information, terminology and/or equipment.
    • Records management systems and practices.
    • History of the Muckleshoot Tribe, genealogy, and family relationships and be able to convey this information to others when requested.

     

    Ability to:

    • Maintain confidentiality on all aspects of the job.
    • Plan, organize and direct the function and staff of a large sized organization. Must be a team player in a fast paced environment.
    • Communicate effectively with a broad diversity of individuals, both verbally and in writing.
    • Multi-task and able to meet tight deadlines.
    • Provide assistance to staff working on difficult assignments
    • Provide specialized/technical information to leadership staff
    • Tracking and reporting attendance
    • Assist in monitoring confidential, sensitive situations at CCDF
    • Collaborate and support other ECE programs in the Early Childhood Education Division
    • Provide training.
    • Conduct research on specific work assignment.

    PHYSICAL REQUIREMENTS

    The working conditions described herein are representative of those that must be met by an employee to successfully perform the essential duties of this class. The employee is frequently required to sit and talk or hear, use hands to finger, handle, or feel objects, tools or controls.  The employee is occasionally required to walk, and reach with hands and arms. The employee must occasionally lift and/or move up to 30 pounds.  Specific vision abilities required by this job include close vision and the ability to adjust focus.
