This position performs Human Resources related duties at the professional level and carry out responsibilities in some or all of the following functional areas for the assigned department: employment, compensation, benefits, staff development, and employee relations. Provides professional support to the assigned department, which includes interpreting laws, rules, regulations, and policies related to human resources and makes recommendations. Develops human resources solutions by collecting and analyzing information and recommending courses of action.

KEY RESPONSIBILITIES AND PERFORMANCE STANDARDS
 
  • Provides advice and counseling while ensuring consistent application and interpretation of policies, practices, and procedures in collaboration with the Employee Relations Manager. Routinely performs site visits to discuss areas of concern with employees, provide feedback, and make recommendations to management.
  • Collaborates with assigned department and the Training Manager to develop schedules for technical, management, and interpersonal skills training to improve employee performance. Advise employees on state and federal employment regulations, collective agreements, benefits and compensation policies, and personnel procedures.
  • Collaborates with the Employment Manager and assigned department leadership to understand skills and competencies required for openings. Develops strategies to attract, recruit, and retain qualified candidates to fill various job openings to include succession planning. 
  • Assists employees and management with questions related to Augusta, Georgia and Human Resources policy and procedures as it relates to employment, compensation, benefits, employee relations, and staff development. Works with the assigned department to gain in-depth knowledge of their business and business objectives.
  • Collaborates with the Benefits Manager to ensure proper enrollment, renewal, and delivery of benefits and timely distribution of benefit information to the employees of the assigned department.
  • Coordinates with department leadership to generate and submit compensation actions, ensuring internal equity and compliance with the Augusta, Georgia Personnel Policies and Procedures Manual. Provides guidance to managers on generating RPAs and creating job descriptions in compliance with all local state, and federal laws.
Qualifications

Education &Experience: 

 

Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be substituted.

 

Bachelor's Degree in Business, Human Resources or a related field and five (5) or more years of professional human resources experience to include employee relations, research, and analyzing data; 

OR

Associate's Degree in Business, Human Resources or related field and seven (7) or more years of professional human resources experience to include employee relations, research, and analyzing data

 

Knowledge/Skills/Abilities:

  • In-depth knowledge of federal, state and local employment laws including Augusta-Richmond County HR policies and procedures
  • Ability to communicate clearly and concisely both orally and in writing
  • Ability to interpret, analyze and compile statistical reports
  • Ability to use independent judgment and discretion in handling emergency situations, determining and deciding upon procedures to be implemented, maintaining standards, and resolving problems
  • Ability to compile, organize, prepare and maintain an assortment of records, reports, and information in an effective manner and according to departmental guidelines
  • Expertise in computerized operations and record-keeping systems.
  • Excellent communication skills both written and oral. 
  • Strong people skills

Certification: SHRM-CP, SHRM-SCP, SPHR, or PHR Designation preferred

 

Other:

Travel from office to other locations is required of this position. The percentage of travel involved is less than 50%.

  • Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
