JOB DESCRIPTION:

This is advanced technical services work involving the analysis, design, development, and implementation of diverse, enterprise-wide application systems. Responsibilities include researching and analyzing business needs, formulating and defining system scope and objectives, and designing systems and/or enhancements to existing systems capable of fully meeting business needs and objectives. Employees in this classification are competent to work at the highest technical level in all phases of applications systems analysis and design activities. The most important aspects of this work are the application of system analysis skills to formulate solutions to complex business problems through the use of automation technology and preparing system design plans and detailed specifications to facilitate the development and implementation of application systems. Supervision may be exercised over other data processing staff. Work is performed under limited supervision.

REPRESENTATIVE TASKS:

  • Studies and evaluates business problems and operations in order to produce feasibility, scope and objective, and cost benefit reports including cost and time estimates.
  • Analyzes business problems and operations in depth, considering limitations imposed by current automation environment, time requirements, personnel and financial resources, and desired results in order to develop functional requirements for a proposed system including cost and time estimates for subsequent phases.
  • Prepares documents of understanding, automation system design plans, and detailed specifications in order to identify system design requirements including cost and time estimates for subsequent phases and facilitate the development and implementation of automation systems. Implements enterprise-wide systems in order to place system in operational status.
  • Maintains assigned systems including developing estimates, prioritizing and scheduling resources, updating documentation, and applying control techniques in order to keep systems operational.
  • Participates in reviews and walk-throughs of feasibility reports, functional requirements, system design, program specifications, coding, test plans and results, and documentation packages in order to minimize system problems and assure quality control.
  • Manages assigned projects and oversees the work of technical staff engaged in system design, development, and maintenance activities in order to provide project oversight, support, and coordination.
  • Performs special projects as assigned in order to respond to special needs or develop procedures and standards to control system development process.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge of all phases of the project development cycle.
  • Knowledge of systems analysis and design techniques.
  • Knowledge of documentation needs and techniques.
  • Knowledge of productivity tools, computerized problem solving tools, and other work management techniques.
  • Knowledge of governmental and business systems.
  • Knowledge of structured systems methodologies.
  • Ability to design automation systems.
  • Ability to design, conduct, and evaluate systems testing.
  • Ability to research and evaluate the suitability of automation software and hardware products.
  • Ability to establish and maintain effective working relationships
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to lead, coordinate the activities of, and provide technical support to project teams.
  • Ability to plan, oversee, and evaluate the work of technical subordinates.

MINIMUM QUALIFICATIONS:

A four (4) year combination of higher level programming and or systems analysis and design experience.  A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.
