Brief Job Description:
Under the supervision of the Communications Director, the Communications Specialist – Your Texas Benefits performs advanced communications work supporting client-facing communications, digital content management and content strategy for YourTexasBenefits.com, the Your Texas Benefits mobile app and related communication channels. The position serves as a key resource for developing, maintaining and improving content that helps Texans access information about benefits and services.
The Communications Specialist develops and implements content strategies that support division and agency priorities while ensuring content is accurate, accessible, user-focused and aligned with organizational goals. The position collaborates with subject matter experts, program staff, HHS Communications, Information Technology, vendors and project teams to create, edit and maintain content for digital platforms and customer-facing communications products.
The Communications Specialist participates in communications planning efforts and provides consultation on content development, messaging, user experience and digital communications best practices. Responsibilities include researching information, developing content recommendations, evaluating communication effectiveness and supporting continuous improvements to digital communications products and experiences.
The position works closely with team members and stakeholders across the agency to ensure content is clear, consistent and aligned with customer needs. The Communications Specialist contributes to quality assurance efforts by reviewing communications products for accuracy, accessibility and adherence to established communications standards and best practices.
The ideal candidate thrives in an environment that emphasizes innovation, collaboration and continuous improvement. The position requires strong writing and editing skills, strategic thinking and the ability to manage multiple priorities while maintaining a high level of quality and attention to detail. Works under limited supervision, with latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):
- Develops and implements content strategies for YourTexasBenefits.com, the Your Texas Benefits mobile app and related client-facing communications. Collaborates with subject matter experts, program areas, HHS Information Technology, vendors and project teams to create, maintain and improve accurate, accessible and user-focused content.
- Researches, writes, edits and publishes content for digital platforms and communication products. Ensures communications are clear, consistent, accessible and aligned with agency priorities, customer needs and established communications standards. Collaborates with HHS Communications to support required reviews, plain-language improvements, accessibility compliance and translation of client-facing content.
- Participates in communications planning efforts and project workgroups by providing content recommendations, communications expertise and user-focused perspectives. Helps identify communication opportunities and supports the implementation of communications strategies for agency initiatives and system enhancements. Supports governance and portfolio management activities for the communications team.
- Evaluates communication effectiveness by reviewing available metrics, customer feedback and stakeholder input. Identifies opportunities for content improvements and makes recommendations to enhance communication outcomes and user experience.
- Supports quality assurance efforts by reviewing communications products for accuracy, clarity, accessibility and consistency. Contributes to the development and maintenance of communications standards, best practices and continuous improvement efforts.

Initial Screening Criteria:
- Graduation from an accredited four-year college or university with major course work in journalism, communications, marketing, public relations, English or a related field.
- At minimum, three years of progressively responsible experience in communications, digital content management, website content development, organizational communications or related work.
- Experience developing, writing, editing and maintaining content for websites, mobile applications, intranets or other digital communication platforms.
- Experience collaborating with subject matter experts, project teams and stakeholders to develop accurate, understandable and user-focused communications products.
- Experience participating in the planning, development and execution of communication strategies, campaigns or initiatives.
