The IT Systems Analyst provides information technology system engineering, analysis, design, and development expertise to develop new systems, enhance existing systems, and maintain current systems in support of Public Health Applications. This role performs coordination of project assignments with business customers and information technology areas, such as operations and management. The System Analyst also develops and maintains complex client/server and web-based software to support Texas Health and Human Services.

 

This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Other duties, as assigned.

 

Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager. 

 

 

Essential Job Functions (EJFs):

 

(50%) IT Application Layer Maintenance and Support.

Provide tier-2 and tier-3 internal customer support for real-time, mission critical software applications and servers. Perform software application layer maintenance and support functions, including trouble ticket resolution, software installation and upgrades. Maintain high-availability application layer protocols, data communications, and IT security compliance. Coordinate maintenance and support activities with data centers and third-party software vendors. Perform database query and data manipulation, as well as coordinate database support activities with DBA personnel. Provide knowledge sharing and training materials for support team members.

 

 

(30%) IT System Analysis and Design Activities.

Provide application layer system design based on customer requirements, technical requirements, as well as security and accessibility compliance. Identify and mitigate application security risks and ensure information privacy. Create detailed structured data flow diagrams and database entity relationship diagrams in support of system development. Develop and maintain technical system specifications for 3rd-party vendors, internal programmers and DBA’s. Evaluate modified- and off-the-shelf software solutions for applicability to new customer requested projects. Analyze 3rd-party vendor RFP responses for reliability, efficiency, scalability, performance, and cost. Develop application and server level operations plans. Prepare requests, justification and documentation for procurement of products and services.

 

 

(20%) Software Development Activities.

Participate in SDLC for internally developed software projects. Design and implement software components. Develop and execute test plans and automated test tools.

 

 

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of the principles and practices of systems analysis, including technologies, products, trends, standards, operations, best practices and related governance.
  • Knowledge of IT network and public network architectures, including load balancing, redundancy, high-availability, and network security.
  • Knowledge of web data exchange methods such as AJAX, SOAP, or JSON. Knowledge of Health IT data exchange protocols, such as HL7 and X12 are also beneficial.
  • Knowledge of Health IT best practices, including high-availability and HIPAA privacy regulations.
  • Knowledge of security requirements and configurations to resolve security vulnerabilities identified in security reports.
  • Knowledge of high level programming and runtime environments in Microsoft, such as MS .net, MVC, C#, JavaScript, JS frameworks (REACT, Angular), and MS Visual Basic (VB & VB.NET).
  • Knowledge of AI in IT workflow and development.
  • Skill in the full SDLC, including Agile and Waterfall development methods.
  • Skill using database tools, specifically SQL and SQL variants.
  • Skill in design and implementation of test plans, test cases, and test strategies, including automation of test execution.
  • Ability to develop and document IT system requirements and technical specifications from complex user requirements.
  • Ability to analyze and optimize system performance and resource utilization.
  • Ability to operate effectively as a member of a development team managing multiple concurrent programming activities.
  • Ability to plan, prioritize and implement assigned projects, including contributions to project management tasks or personnel.
  • Ability to communicate effectively with customers, IT teams, and others at all levels of the organization
  • Ability to develop and implement large scale, custom integration and software projects utilizing multiple IT environments, including MS .NET or LAMPS.

Initial Screening Criteria:

 

  • Graduation from an accredited four-year college or university with major course work in computer science or a related field is preferred. Education and experience may be substituted for one another year for year.
  • One year of professional experience as system analyst, or related field, is required.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual
