Procurement and Contracting Services is looking for a Project Manager IV.
Â
The Project Manager IV position is an advanced-level role within the Strategic Planning and Continuous Improvement (SPCI) office, part of the Procurement and Contracting Services (PCS) division. This position reports directly to the SPCI Director and performs advanced project management, strategic planning support, organizational improvement, and operational coordination work.
The Project Manager IV leads and coordinates strategic and operational initiatives supporting business operations, process improvement, organizational efficiency, and continuous improvement efforts across PCS and affiliated business areas. Responsibilities include coordinating project activities, supporting strategic initiatives, facilitating stakeholder engagement, monitoring project deliverables, developing project documentation, and assisting with implementation efforts involving multiple stakeholders and operational teams.
This role requires regular collaboration with leadership, management, internal stakeholders, and cross-functional teams to support operational priorities, improve coordination, and promote organizational consistency and efficiency. The selected candidate operates under limited supervision while exercising initiative, independent judgment, professionalism, and adaptability in a dynamic operational environment.

 1. Project Leadership and Coordination (25%)
• Leads and coordinates all phases of assigned projects and operational initiatives using accepted project management methodologies.
• Develops and maintains project plans, timelines, status updates, communication plans, and project documentation.
• Coordinates project deliverables, monitors progress, tracks milestones, and assists with issue and risk management activities.
• Facilitates collaboration between leadership, stakeholders, and operational teams to support successful project execution.
• Supports implementation of strategic initiatives and organizational improvement efforts across PCS.
• Assists with development and monitoring of project metrics, reporting activities, and operational deliverables.
• Manages multiple concurrent projects and assignments while maintaining quality and meeting deadlines.
2. Project Monitoring and Operational Support (25%)
•Tracks project progress and supports timely completion of deliverables aligned with organizational priorities and leadership expectations.
• Prepares executive summaries, reports, presentations, status updates, and briefing materials.
• Maintains ongoing communication with stakeholders regarding project status, operational impacts, and implementation activities.
• Assists with issue resolution, process coordination, and implementation support activities.
• Supports maintenance of project documentation, templates, operational procedures, and reporting tools.
3. Stakeholder Engagement and Consultation (20%)
• Builds and maintains productive working relationships with leadership, stakeholders, and cross-functional teams.
• Facilitates meetings, workgroups, collaborative discussions, and stakeholder engagement activities.
• Supports coordination and communication efforts involving multiple operational areas and business units.
• Assists leadership with gathering information, researching issues, and developing operational recommendations.
• Represents SPCI in meetings, project discussions, and collaborative initiatives as assigned.
4. Strategic Initiatives and Continuous Improvement (15%)
• Supports operational improvement and process enhancement initiatives focused on organizational efficiency and collaboration.
• Identifies opportunities for process improvement and assists with implementation of operational enhancements.
• Contributes to development of standardized processes, templates, guidance materials, and operational documentation.
• Assists with organizational change management and implementation support activities related to strategic initiatives.
5. Team Collaboration and Professional Support (10%)
• Promotes collaboration, communication, knowledge sharing, and consistent project management practices across the team.
• Assists with meeting facilitation, training coordination, and team development activities.
• Demonstrates professionalism, adaptability, initiative, accountability, and sound judgment in daily operations.
6. Other Duties as Assigned (5%)
Performs related work as assigned and maintains regular and reliable attendance in accordance with agency policy.

Registrations, Licensure Requirements or Certification:
Â
Lean Six Sigma certification, Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Texas Contract Manager (CTCM), or related certifications preferred, but not required.Â
Â
 Initial Screening Criteria:
Â
Minimum of five years of experience in project management, strategic planning support, organizational operations, process improvement, program coordination, stakeholder engagement, or related fields.
Experience in Texas state government preferred.
Experience developing reports, presentations, project documentation, or executive communications preferred.
Experience facilitating meetings, stakeholder engagement activities, operational coordination efforts, or collaborative workgroups preferred.

Graduation from an accredited four-year college or university preferred. Relevant experience may substitute for education on a year-for-year basis.
