Turning Point Global Solutions is seeking a Business Analyst / Agile Delivery Lead to play a central role in the delivery of a cloud-based system for the Maryland State Department of Education (MSDE). Â
The Business Analyst / Agile Delivery Lead will be the engine behind requirements definition, stakeholder engagement, and technical specification for this complex, multi-user marketplace platform. Working across the MSDE, multiple associated stakeholders, and the TurningPoint technical team, the Business Analyst / Agile Delivery Lead translates diverse stakeholder needs into clear, actionable user stories, functional specifications, and acceptance criteria that drive Agile delivery.
Location:Â Hybrid; Baltimore, Maryland
\n- Lead requirements elicitation through stakeholder interviews, workshops, and user research with MSDE, multiple associated organizations, and system administrators.
- Translate business needs into detailed functional and non-functional requirements, user stories, use cases, and acceptance criteria aligned to the client system feature set.
- Own and maintain the Requirements Traceability Matrix (RTM) using the client DoIT template, ensuring traceability from requirements through design, development, and testing across all development increments.
- Drive backlog grooming and sprint planning sessions; work closely with the PM and development team to prioritize features and resolve requirements ambiguities.
- Support development of the System Design Document (SDD), including system requirements, UI/UX specifications, data dictionary, and processing logic documentation.
- Support UX framework definition including information architecture, navigation schema, wireframes, and design concepts for producer, multiple client organizations, and administrator user personas.
- Facilitate design review presentations with key evaluation personnel for feedback and concurrence on design parameters.
- Support development of the UAT Plan and test cases in collaboration with MSDE stakeholders; provide technical and non-technical support during UAT execution.
- Document the User Access Matrix covering all user roles and required permission levels.
- Contribute to training materials, user manuals, and online help documentation; support development of the Training Plan and train-the-trainer curriculum.
- Identify and document integration requirements for external systems including client procurement systems and producer platform plug-ins.
- Maintain clear, professional documentation in MS Office formats meeting Maryland DoIT minimum deliverable quality standards.
Required Qualifications
- 5+ years of business analysis experience on complex IT systems, preferably web-based platforms, marketplaces, or e-commerce systems within a state government environment. Â
- Prior experience with similar systems in state government environments. Â
- Strong requirements elicitation skills including stakeholder interview facilitation, workshop facilitation, and process mapping.
- Demonstrated experience working in Agile environments: user story writing, backlog grooming, sprint ceremonies, and Agile documentation practices.
- Agile certification: CSM, PSM, SAFe, or DASM.
- Experience producing formal government IT deliverables including RTMs, System Design Documents, UAT plans, and training documentation.
- Experience working with multi-stakeholder environments involving government agencies, end users, and technical teams simultaneously.
- Strong written communication skills; ability to produce clear, well-organized documentation meeting professional quality standards.
Preferred Qualifications
- CBAP (Certified Business Analysis Professional) or PMI-PBA certification.

In compliance with pay transparency requirements, the salary range for this role is $115,000 to $125,000. This salary is a general guideline only as compensation decisions are based on relevant experience and educational qualifications.Â
