SUMMARY: While delivering innovative solutions, exceptional service, and trusted results, the Career Development Facilitator Lead (CDF Lead) provides training, guidance and support to CDF personnel assigned to a caseload of TANF customers. The CDF Lead may also manage a caseload and is responsible for ensuring that case management personnel effectively engage eligible customers to assist them with career coaching, life skills, educational and vocational training, barrier removal, job readiness and ultimately obtain sustainable employment. Â
ESSENTIAL DUTIES AND RESPONSIBILITIES: Â
- Coordinate all services and ensure that customers are making meaningful progress towardspreparing, finding, andretainingemployment.Â
- Provide intensive wrap-a-round case management services that support and facilitate customers’ progression and compliance with TANF work participation requirements to entire caseload. Â
- Perform Program’s Intake Assessments by thoroughly completing all intake forms including:Â
- Review assessments and sign all intake documents with the customer during intake.
- Conduct an in-depth discussion with customers about the results of the assessmentsÂ
and the steps outlined in the initial GOAL4IT!
- Develop and amend customer’s GOAL4IT by using the results of the assessments and customer’s input to develop a more detailed and well thought out plan.
- Introducecustomers to the program policies and processes.Â
- Perform barrier removal by referring customers to appropriate services, such as, healthÂ
services, childcare, free professional clothing, food banks, substance abuse, and mentalÂ
health services.Â
- Coordinate multiple activities outlined in the customers’ GOAL4IT and help customers report their work participation.Â
- Engage customers in assigned activities, re-engage those customers who started toÂ
participate and subsequently stopped. Â
- Connect customers with needed and available community resources. Follow-up withÂ
customers and agencies as appropriate to document use and success of referral.Â
- Develop trusting working relationships with assigned customers.Â
- Monitor customer’s engagement and progress. Monitor customer participation in Core and Non-Core TANF activities by ensuring that each customer is:  engaged in an activityorin the process of enrolling in an activityÂ
- Conduct periodic review of GOAL4IT withcustomersat least once every month and discuss any need to amend. Â
- Meet with customers weekly for up to 12 months to monitor progress against the milestones (listed goals/timelines). For the first six months of a customer’s participation in the program, at least 80% of follow-up meetings should be held in-person rather than over the phone.Â
- Assign structured and detailed job search to customers requiring verification of all documented job searches.Â
- Update MDWORKS with detailed narrations weekly including but not limited to: Â
- Basic customer information (including updated telephone numbers and email)Â
- Activity participation informationÂ
- Case notes related to customer’s status in participation and/or employment activitiesÂ
- Progress against GOAL4IT milestones Â
- Efforts to address barriersÂ
- Ifthere are anychallenges case managerexperiencesin working with the customerÂ
- Compile and maintain detailed and accurate paper-based case files to include (but notlimitedto): Â
- All assessment related documentsÂ
- signed GOAL4ITdocumentation of hours thatcustomersparticipated in activities, or worked in unsubsidized jobsÂ
- Time sheets and paychecks.Â
- Letters of contact.
- Referrals made to outside agencies (and include case notes that describe eachinteraction with the customer and the services provided).Â
- Documentation of good cause, request for sanctions, exemptions
- Perform and monitor requests to remove, sanction, or exempt customers.Â
- Ensure that all documents (i.e., timesheets, certifications, verification of educationalÂ
enrollment, vocational training, employment, work experience (WEX), and communityÂ
service) submitted on behalf of the customers are valid.Â
- Assist to identify and enroll customers in vocational training programs (i.e., CPR, Customer Service, C.N.A, Hospitality, Phlebotomy, etc.) that are directly related to employment. This includes helping customers apply to appropriate programs, secure funding, and apply for financial aid. Â
- Assist to identify and enroll customers in educational programs such as GED that leads to a certificate of general equivalence and directly related to employment. Â
- Assistin identifyingandplacingcustomers in relevant work opportunities such as, on-the-job training, work experience, and community service programs.Â
- Participate in regular staff meetings, staff training, supervisory sessions, and aid the development of positive team relationships as requested. Â
- Other duties as assigned.Â

EDUCATION and/or EXPERIENCE:
• Bachelor’s degree from an accredited college or university.  The degree requirement may be substituted for eight (8) years of professional work experience. Â
• Experienced with Temporary Assistance for Needy Families (TANF) workforce programs highly preferred. Â
OTHER SKILLS AND ABILITIES: Personal computer literacy required, including effective use of the Internet, e-mail, video conferencing (Zoom, Teams) and Microsoft Office (Word, Excel, PowerPoint, and Outlook). Ability to learn and efficiently utilize various case management and program management software.
PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to walk, sit, talk, and hear. The employee must occasionally lift and/or move up to 25 pounds.
