Position Summary
The primary purpose of this position is to perform responsible administrative and analytical work in support of the Housing Choice Voucher Program (HCVP) operations. Performs complex and varied technical and professional administrative and analytical duties in support of a broad range of Departmental operations. Leads the planning, implementation, and evaluation of special assignments and projects within the HCV program. Analyzes systems, processes, and offers insights to maintain compliance and maximize efficiencies. Collaborates with internal departments and external stakeholders to improve processes, communications, and strategies, and provides responses on behalf of HCVP.
All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
- Manages projects from initiation through completion, including developing project plans, coordinating team activities, facilitating communication among stakeholders, supporting implementation efforts, and ensuring smooth operational transition and follow-up support.
- Leads and manages special assignments and/or projects for the division which include relocations, opt-outs, and program expansions.
- Oversees large-scale tenant relocation efforts in collaboration with HABC’s Relocation Division, tracking progress, deadlines, and deliverables.
- Establishes project timelines, milestones, and deliverables; monitors progress and provides regular updates on project performance and outcomes. Collaborates with internal departments to identify operational needs and improve service delivery processes.
- Oversees quality control throughout all phases of the project to ensure work is completed accurately, efficiently, and in accordance with the Authority’s standards and expectations.
- Develops business processes that ensure projects are efficiently aligned with the metrics and goals of the Authority.Â
- Collaborates with management on critical phases of project planning and implementation; ensures that project statuses, budgets, issues, and successes are communicated to the project team, stakeholders, sponsors, and all appropriate levels of management.
- Manages project communications, providing formal and informal status updates both internally and externally.
- Develops and maintains technical and project documentation; produces clear status reports to appropriate levels of management.
- Conducts and leads data reconciliation efforts, identifying discrepancies and performing data cleanup to maintain accuracy and improve data quality.
- Provides exceptional customer service to internal and external stakeholders, collaborating with various HABC divisions, property owners and developers, service providers and other agencies.Â
- Provides support to HCVP Executive staff in various capacities
- Performs other related duties as required.
Minimum Education, Training, and/or Experience
Graduation from an accredited four (4) year college or university with a degree in social work, public policy, information technology, project management, or related field. At least four (4) years of experience in low-income housing, preferably with the Housing Choice Voucher Program. Demonstrated experience with managing complex projects and initiatives, advanced time management and analytical skills, and client-facing communication skills. An equivalent combination of education, training, and experience may be considered.
Must possess a valid state of Maryland driver’s license and be insurable under the Authority’s plan. Must be available to work some evenings and weekends when necessary.
Special Requirements
- Possession of a valid Maryland driver's license.
- Must be able to be covered under the Authority's vehicle insurance policy.
Other Requirements:
- Availability to work some evenings and weekends as needed.
- Successful completion of a prescreening investigation, including verification of employment history and education credentials.
- A 6-month probationary period applies to this full-time permanent position.
- Must not engage in private real estate business.
