Job Summary    
The Mayor’s Office of Homeless Services (MOHS) is seeking a Program Compliance Supervisor who will serve as a dynamic leader and team member who embodies the values of collaboration, innovation, integrity, empowerment and data-driven results. The Mayor’s Office of Homeless Services is the designated lead agency for the Continuum of Care and works to implement federal, state, and local policy and best practices; in addition to administering and monitoring homeless services grants.  The Program Compliance Supervisor serves as a member of leadership and is responsible for overseeing the work of the program compliance officers in monitoring service providers to ensure all services provided are in compliance with federal, state and local guidelines.  This position requires strong alignment with the MOHS mission, values, and strategic vision, as well as demonstrated success, sound judgement, and flexibility working in a complex and fast-paced environment.

Essential Functions    

  • Provide leadership, supervision, and oversee the operations of assigned department/unit in accordance with the organization’s policies and applicable laws, including interviewing, hiring, training employees; planning, assigning, and directing work; appraising employee performance, rewarding and coaching; addressing complaints and resolving concerns.
  • Supervise and participate in the preparation of proposals, negotiation of contracts, and administration of all contracts in accordance with all federal, state and City policies.
  • Develop and implement performance measures for all service provider contracts in collaboration with leadership.
  • Conduct regular audits and review of provider contract performance and recommend corrective actions for service providers to leadership.
  • Review, interpret, and recommend new or amended departmental policies, practices, and procedures to ensure program efficiency and compliance with City, State, and Federal laws and regulations.
  • Review, approve, and write complex reports and memoranda.
  • Submit reports and corrective action plans to Deputy Director for review and approval.
  • Assist in the development of the strategic planning process and develop appropriate operational outcomes while implementing departmental priorities.
  • Perform other related duties as assigned.

Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university and five years of experience in program evaluation, planning or supervision, the collection, analysis and evaluation of program processes, policies and procedures.

A master’s degree in human services field, Business Administration, Public Administration, Management or related field from an accredited college or university plus 5 -7 years of management experience in program compliance/contract administration.  

AND

Experience: Four years of experience managing functions through subordinate staff.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, and Abilities    

  • Strong emotional intelligence and ability to multitask
  • Knowledge of administrative practices and methods, including but not limited to homeless program administration, planning and budgeting
  • Knowledge of organizational structure, staffing patterns, and administrative controls
  • Knowledge of the Emergency Solutions Grant (ESG) program
  • Knowledge of the Consolidated Planning Process
  • Knowledge of HUD systems (IDIS, eCon Planning Suite, etc.)
  • Ability to evaluate data, compare data to existing standards and draw conclusions
  • Ability to apply and interpret rules, regulations, and procedures.
  • Strong computer skills; including spreadsheet development, Micro soft Office, etc.
  • Superior writing skills.
  • Ability to manage multiple priorities
  • Ability to assign, review and approve the work of others.
  • Ability to effectively communicate with a broad range of individuals
  • Grant Management and Evaluation
  • Ability to communicate effectively, both orally and in writing; ability to present recommendations clearly and concisely
  • Ability to establish and maintain effective working relationships with City, State, and Federal Officials, department manager, and community leaders
  • Ability to maintain the confidentiality of sensitive information

Background Check    
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
