Position Summary

The primary purpose of this position is to support the integrity of the Housing Choice Voucher Program, to strengthen HABC’s ability to maintain program compliance, and to ensure fair and consistent decision-making. Gathers documents, schedules, prepares for, and conducts information hearings and reviews. May hear the case and present final decision. Interprets HUD regulations, HABC’s Administrative Plan, Standard Operating Procedures, and Due Process guidelines. 

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Identifies and documents program violations, collaborates with inspections, customer service, and case management units. Ensures due process and consistent application of policies; refers cases for fraud review or higher-level enforcement, when appropriate.
  • Interprets HUD regulations, HABC’s Administrative plan, Standard Operating Procedures, and Due Process guidelines for applicants and participants. Drafts denial and termination notices based on regulatory requirements.
  • Schedules informal hearings and reviews, processing appeal requests, meetings to discuss mitigating and reasonable accommodation, in lieu of termination. Collects additional evidence for cases. Confirms and certifies witnesses.
  • Conducts information hearings and reviews. Independently prepares hearing documents, presents program findings on behalf of the HABC Housing Choice Voucher Program during information hearings and reviews documents. Evaluates evidence and may be called upon to hear cases and draft final written decisions.
  • Reports, tracks, and coordinates hearing outcomes, pending reviews, termination, denial activity, referrals, compliance trends, and risk indicators. Maintains records and notates software and trackers for communication throughout the process. Ensures files are complete and uploaded electronically.
  • Prepares case files for legal review or referral, when necessary, within and outside of HABC to include Subpoena and Maryland Public Information Act requests.
  • Works independently, with minimal supervision, making decisions that directly impact subsidy eligibility. Provides recommendations to management on compliance issues, ensuring adherence to Federal regulations and local policy.
  • Performs advanced regulatory, analytical, compliance, and quasi-adjudicative duties that directly impact participant eligibility and agency compliance
  • Serves as a resource for new and existing team members
  • Performs other duties as assigned.


Minimum Education, Training, and/or Experience

Graduation from an accredited four (4) year college or university with a business or social service-related degree. At least one (1) year of experience in low-income housing, preferably with the Housing Choice Voucher Program. One year of direct experience at HABC in HCVP is preferred. Any equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered sufficient.


Special Requirements

  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Section 8 Rent Calculation and Section 8 Occupancy certification within 12 months of employment.
  • Hearing Officer Training within 12 months of employment


Other Requirements:

  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.


FOR INTERNAL CANDIDATES ONLY: Current HABC employees who are on probation, whether due to initial new hire status (6 months) or promotion (3 months), will have the opportunity to apply for other roles within HABC once their probationary period is successfully completed. This allows time for growth, development, and the demonstration of their skills and commitment, paving the way for new opportunities within the organization.
