Job Summary:

The Senior Project Manager will lead and oversee large-scale, complex, and multi-stakeholder technical initiatives within a government environment. This role is responsible for providing technical project leadership across cross-agency programs, ensuring projects are delivered on time, within scope, and on budget. The Senior Project Manager will apply industry-standard project management methodologies, including Agile, Waterfall, and hybrid frameworks, while maintaining compliance with government governance, documentation, and reporting requirements. The role also serves as a key liaison among MSDE product owners, project sponsors, contractors, and oversight bodies.

Job Responsibilities:
  • Manage day‑to‑day execution of assigned work orders and technical project backlogs
  • Lead large, complex projects involving multiple agencies, vendors, contractors, and stakeholders
  • Act as a primary facilitator between MSDE product owners, project sponsors, and the Task Order contractor
  • Ensure all project activities remain within approved scope and align with functional and technical requirements
  • Develop and maintain project schedules, budgets, milestones, and resource plans
  • Identify, monitor, and mitigate project risks, issues, and dependencies
  • Track and report on critical paths, key deliverables, testing activities, and acceptance criteria
  • Produce accurate, timely project status reports for leadership and oversight bodies
  • Ensure compliance with government governance processes, documentation standards, and reporting requirements
  • Support procurement coordination and vendor performance tracking as required.

Skills Required: 
  • Must possess a minimum of 7+ years of progressive project management experience leading large‑scale, complex initiatives.
  • Minimum of 3 years of recent experience managing technical or IT‑focused projects
  • Proven experience delivering projects in government or highly regulated environments
  • Demonstrated ability to manage cross‑agency initiatives and coordinate with multiple stakeholders
  • Strong knowledge of PMBOK, Agile, Waterfall, and hybrid delivery models
  • Experience managing project budgets, schedules, procurement activities, and risk mitigation plans
  • Hands‑on experience with government‑required documentation, reporting, and governance processes.
  • The role requires proficiency with project management and delivery tools, including Microsoft Project, Azure DevOps, Jira, Smartsheet, and other government‑approved project management platforms.


Certifications Required:

  • Active Project Management Professional (PMP) certification from PMI (required)
  • Agile certification such as PMI‑ACP, APMG International, Scaled Agile Academy, Scrum Alliance, ICAgile, Certified Agile Project Manager, or an equivalent credential.
