The Opportunity:
We are currently seeking an accomplished Senior Highway Project Manager to join our Baltimore office and play a leadership role within our Transportation Business Line.

This position is responsible for managing complex roadway and transportation projects across Maryland while serving as a trusted advisor to MDOT SHA and other agency clients. You will oversee project delivery from concept through construction, manage multidisciplinary teams, and ensure technical excellence, financial performance, and client satisfaction. This is an opportunity to lead high-visibility transportation initiatives that improve mobility, safety, and resilience across the region while contributing to the continued growth of PRIME AE’s Maryland transportation practice.
What You’ll Do:
You will manage the planning, design, and delivery of roadway, sidewalk, and intersection projects including urban and rural highways, interstates, interchanges, traffic management systems, and ADA-compliant infrastructure.

As a licensed Professional Engineer with 10+ years of progressive experience, you will bring strong technical leadership, project management expertise, and agency coordination skills. You will take ownership of scope, schedule, budget, quality control, and team performance while maintaining strong client relationships.

Key Responsibilities:
Project Leadership & Delivery
- Serve as Project Manager for complex highway and transportation projects from preliminary design through final plans and construction support.
- Develop scopes of work, budgets, schedules, and staffing plans.
- Monitor project financial performance, including labor utilization, forecasting, and profitability.
- Identify and mitigate risks impacting scope, schedule, or cost.
- Ensure compliance with MDOT SHA standards, AASHTO guidelines, and applicable federal requirements.

Technical Oversight
- Oversee the development of concept alignments, geometric layouts, MOT plans, ADA compliance improvements, and related design components.
- Provide quality control for all project stages, including preliminary layouts, final plans, specifications, and cost estimates.
- Guide roadway modeling efforts using InRoads, OpenRoads, MicroStation, Civil 3D, or related tools.
- Support constructability reviews and construction phase services as required.

Team & Client Management
- Lead and mentor Design Engineers and Engineering Technicians.
- Coordinate multidisciplinary teams and assess deliverables from subconsultants.
- Serve as primary point of contact for clients and agency representatives.
- Participate in client meetings, presentations, and proposal development.
- Represent PRIME AE in professional and industry organizations.
What You’ll Bring:
- BS in Civil Engineering (required); MSCE preferred.
- Active Professional Engineer (PE) registration required.
- 10+ years of progressive experience in highway design and project management.
- Demonstrated experience delivering MDOT SHA preliminary and final design projects.
- Proficiency with MicroStation (preferred), AutoCAD, or Civil 3D.
- Experience with roadway modeling software (InRoads, OpenRoads).
- Strong working knowledge of AASHTO policies and guidelines.
- Proven ability to manage challenging, multi-disciplinary transportation projects.
- Strong financial management and organizational skills.
- Excellent written and verbal communication skills, including proposal authorship.
- Valid driver’s license.
