Please note we are recruiting for two positions. 


Position Summary

The primary purpose of this position is to perform oversight, planning, and coordination of activities under operational programs such as work order reduction or vacant unit preparation for assigned HABC properties. The employee in this classification performs diversified duties in skilled, technical, and supervisory work. The incumbent's responsibilities and assignments require independent judgment on issues that are complex task. This position is responsible for ensuring that established standards are maintained with regard to the execution and effectiveness of maintenance/repair work, and vacant unit turnover. The incumbent is expected to follow all HABC policies, perform all work accurately and thoroughly, and respond to the needs of residents and management in a timely, courteous, and respectful manner at all times. 

All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.


Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Engage in mentoring, including providing guidance or advisement concerning courses of action and strategies to maintenance staff.
  • Prepare various reports on productivity and other maintenance activity operations and activities.
  • Ensure staff follow applicable state and federal regulations and Housing Authority policies.
  • Supervise maintenance technicians/maintenance workers in all areas of maintenance, including carpentry, painting, metal work, plumbing, electrical work, and other labor-intensive maintenance services as required. 
  • Perform spot inspections of grounds and vacant unit conditions, review quality standards of maintenance as established by the Authority.
  • Adhere to maintenance standards, federal, state, or local codes, and review operations to increase productivity and effect net cost reductions, and operations within the limits of authorized budgets.
  • Assist with monitoring and inspecting the work of contractors providing related services to 
  • Execute performance evaluations. for subordinates in the review of performance evaluations for the maintenance department in accordance with the Housing Authority standards.
  • Maintain a routine work order average completion time of less than 30 days.
  • Ensure emergency work orders are abated/completed within twenty-four (24) hours.
  • Maintain a unit turnover average of less than 26 days
  • Assist with the preparation of required reports and documentation as required by Housing Authority and HUD policies and procedures.
  • Receive, investigate, and respond to residents’ complaints as required.
  • Provide leadership and work with staff to develop and retain highly competent, customer service-oriented staff through selection, training, and day-to-day management practices to accomplish the agency’s mission.
  • Coordinate maintenance staff on-call and overtime processes.
  • Establish and maintain effective working relationships with resident councils, residents, peers, subordinates, supervisors, vendors, and the general public.
  • Demonstrates courteous and cooperative behavior when interacting with clients, visitors, and HABC staff.
  • Works in coordination with subcontractors for maintenance work as required. Inspects work completed by subcontractors.
  • Completes appropriate work order documentation for all maintenance tasks.
  • Performs other duties as assigned.


Minimum Education, Training, and/or Experience

High school diploma or GED with additional training related to maintenance, HVAC, and HUD quality standards supplemented by ten (10) of building/facilities maintenance and repair which includes two (2) years of supervisory or lead experience; OR ten (10) years equivalent combination of education, training, and experience. 


Special Requirements

  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.


Other Requirements:

  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
