Job Summary:

An Assistant Superintendent of Housing Inspections plans and schedules the daily housing inspection activities in the enforcement of the Baltimore City Codes and Ordinances including but not limited to health, housing, zoning, sanitation, building, fire and related codes. The work of this class involves supervising housing inspection personnel.

Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek and are on 24-hour callback duty. Work is performed primarily in an office setting where normal working conditions and some fieldwork are encountered. Work requires minimal physical exertion with occasional periods of prolonged sitting or standing.

Minimum Qualifications:  

                      

On or before the date of filing the application, each candidate must:

Education: Have a bachelor's degree from an accredited college or university.

AND

Experience: Have three years of experience in performing housing inspection work involving exterior and interior housing inspection work of large multiple family dwellings, hotels, rooming houses, commercial establishments and domiciliary care facilities and buildings.

OR

Equivalency Notes: One year of experience in housing inspection work may be substituted for each year of the college or university requirement or have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE ARE NOT ACCEPTABLE.

NOTE: YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER’S LICENSE WITH APPLICATION AT TIME OF APPLYING.

Certification as a Property Maintenance and Housing Inspector by the International Code Council (ICC) is required within one year of hiring. Failure to obtain or revocation of the Certification as a Property Maintenance and Housing Inspector are grounds for dismissal.

Knowledge, Skills, & Abilities:

  • Knowledge of the purpose and the residential maintenance and occupancy requirements of the Baltimore City Building Fire and Related Codes and Ordinances including but not limited to health, zoning, sanitation, building and fire.

  • Knowledge of the relationship of housing inspection work to building inspection work.

  • Skill in inspecting property and determining code violations.

  • Skill in interpreting and explaining Baltimore City Building Fire and Related Codes and Ordinances, policies and procedures.

  • Ability to plan, schedule and coordinate the work activities of a housing inspection unit.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to establish and maintain effective working liaisons with community groups, property owners, tenants, subordinates and public officials.

  • Ability to utilize the computer and common business software packages to prepare, analyze or present reports

  • Ability to formulate and implement technical and motivational training programs.

  • Administrative ability.

  • Supervisory ability.

Background Check                                      

Eligible candidates under final consideration for appointments to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

Eligibility

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.                                                

Education Accreditation

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

Selection Process

All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. Vagueness or omission may prevent you from being considered for this position. Qualified candidates will not be listed in rank order.                           

Examination Process

Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months.

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be required to complete supplemental questions to further examine specific Knowledge, Skills and Abilities of the position. Therefore, it is important that you provide complete and accurate information on your application.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
