MAJOR FUNCTION

 

Public contact work conducting negotiations with property owners and/or their legal representatives to secure property interests needed for County projects that may be complex in nature. Review work and provide guidance to staff in the production and processing of acquisition documents including the maintenance of County's land inventory, processing of street lighting districts, and vacations of rights-of-way and/or easements. 

 

Assists in negotiations of terms and conditions of acquisition and disposition contracts and prepares agreements. 

 

Work is performed under the supervision of the Real Estate Services Director 

 

ILLUSTRATIVE DUTIES

 

  • Assists with coordinating County programs, and provides guidance to Real Estate Services team members, to secure land, rights-of-way and easements needed for County purposes; including but not limited to roadway, drainage, and utilities; disposition of County real property designated as surplus; processing of citizen petitions for vacation of County right-of-way and easements and for street lighting district; drafting, processing and management of County leases; document management; asset management; assists citizens having questions and concerns regarding real property owned by the County or associated with County projects; conducts negotiations and coordinates closings to acquire highly complex real estate projects.

  • Coordinates right-of-way and other property acquisition procedures, including property descriptions, title research and reports, appraisal, and negotiations for County purposes.

  • Coordinates procedures for eminent domain actions by providing quality control, evaluating property needs, and acts as a liaison between project management, acquisition consultants, and the County Attorney's office.

  • Prepares, reviews, and processes agendas for County Board Meetings and Public Hearings. Attends meetings and public hearings to assist Real Estate Services Director. Oversees Division’s activities associated with Lands Available for Sale, Tax Certificate purchases, and Escheatment parcels. Conducts closings and processes associated with closeout documents and payments.

  • Plans and implements long and short-term goals, objectives, and strategies to facilitate and manage effectiveness of division efforts. Updates standard operation procedures. Ensures compliance with ADA guidelines.

  • Assists with management of planning activities and team members to include the development, maintenance, and updates to the project and property databases that support business and budgetary decision-making. Confers with department heads and supervisory personnel in planning various projects and determining methods and procedures used to complete such projects effectively. Deals frequently with the public, answering questions and researching requests for information.

  • Train and mentor team members. Prepare and provide periodic evaluations on selected team members.

  • May assist with budget preparation as required.

  • May be required to attend public meetings outside normal business hours to respond to citizens inquiries related to County projects.

  • Performs related duties as required.

 

KNOWLEDGE, ABILITIES, AND SKILLS: 

 

  • Knowledge of the methods of appraisal of property and of estimating property damages and costs.

  • Knowledge of real estate title and valuation work.

  • Knowledge of requirements of form, content, and recording necessary to validate documents involved in right-of-way work.

  • Ability to prepare documentation and legal instruments for right-of-way, real estate and/or easement acquisition.

  • Ability to prepare and review property legal descriptions and conveyance documents.

  • Ability to communicate effectively using verbal, written, and visual communication methods.

 

MINIMUM QUALIFICATIONS

 

  • Graduation from an accredited four year college or university with a Bachelor's Degree in Real Estate, Business Administration, Public Administration, or related field and five (5) years of experience in right-of-way/land acquisition or an Associate's Degree with seven (7) years of experience; which includes a minimum of four (4) years eminent domain acquisition management and three (3) years of supervisory experience.

  • Ability to visit project sites and inspect properties, structures, and facilities. Requires standing, stooping, and walking. Requires working frequently in an outdoor environment.

  • Must be a Florida Notary Public or be able to qualify for a Florida Notary Public Commission within 30 days of employment.

  • A comparable amount of related training and experience may be substituted for the minimum qualifications with the exception of a Florida driver's license and qualifying for a Notary Public Commission.

 

 

  • You must possess a valid Florida Driver’s License at time of hire.

  • Ability to obtain and maintain FAA Part 107 Remote Pilot Certification (drone operator) within a specified timeframe (if required).

  • Ability to work occasionally evenings or weekends as required.
